Discorso di Alex Zanotelli a Fidenza(PR)

Buonasera. Vi dico grazie per essere qui, grazie per l'accoglienza. Ho già fatto 3 o 4 incontri: questa mattina con gli studenti, oggi pomeriggio con un gruppo scout (molto bello!), questa sera con il Kindugu (che sostiene un po' il cammino a Korogocho di questa banda della piccola criminalità che sta lentamente cambiando), ed ora con voi. Ho sentito davvero il senso del calore umano, anche stasera, parlando con l'uno, con l'altro. Noi, come preti, qualche volta riusciamo anche ad amare ma troviamo difficile lasciarci amare. Ritengo molto bello questo sentirmi amato. Non ne sono degno (lo sapete molto bene, mi sento un povero diavolo). Ricordo le parole che una priora, la badessa di un convento di clausura, mi ha detto quando assisteva il cognato che stava morendo giovanissimo di cancro (mi sembra sia morto a 41 o 42 anni). Questa badessa delle Clarisse, che lo invitava a tentare di andare avanti, di credere in un Dio che va ben al di là, al di là dei nostri piccoli dubbi, delle nostre crisi, al di là dei popoli, della Storia, mi ha detto: "Alex, io sono rimasta commossa quando quell'uomo - mio cognato - mi ha detto: 'Non preoccuparti, penso che possa morire, e morire sereno perché sono stato troppo amato nella mia vita'". E' bella questa espressione, perché in fondo è quello ciò che è bello poter dire: "Sono stato amato, non solo ho amato". Vi ringrazio davvero per questo essere amato ed accolto, anche se non ne sono degno.
Volevo, prima di tutto, ricordare una cosa a voi che siete presenti qui questa sera: i vostri volti. La dico a tutti, girando in questi giorni, l'importanza di ognuno. Ognuno di voi ha un volto, è un volto! E ognuno di voi è un volto unico ed irripetibile. Questa è la ricchezza più bella che abbiamo. Non sono le vostre macchine, le vostre pellicce, i vostri conti in banca... La ricchezza siete voi, ognuno di voi! Ogni volto è ricco per l'altro. A Korogocho la solenne celebrazione dell'Eucarestia alla domenica mattina dura tre ore (di festa, di canti, ...). Voi quando uscite di chiesa uscite con tanto di muso... Oh che roba! Che tristezza la domenica mattina! Non so mica da dove uscite!... A Korogocho si esce con gioia. E' festa; sono tre ore, ma è festa! E iniziamo con un semplice gesto: ci si guarda in volto e ognuno dà il benvenuto a suo fratello, a sua sorella. Guardatevi in volto e datevi il benvenuto, coraggio! Benvenuti tutti, di cuore. Ci troviamo ricchi gli uni per gli altri dei nostri volti, unica ricchezza che abbiamo.
Mi piace proprio ricordarlo questa sera e vorrei dirlo ad alta voce, in un momento molto difficile per due ragioni. Oggi è il 18 di marzo, e oggi, se non sbaglio, il decreto sugli immigrati decade o verrà trasformato in legge. Un decreto che davvero mi è rimasto qui, sullo stomaco. Quando stava per uscire ero appena arrivato da Korogocho e mi hanno invitato a 'Tempo Reale'. E' stato qualcosa di incredibile, una sofferenza enorme. Provenivo da Korogocho, mi sembrava di trovarmi in una gabbia di matti. Gabbia di matti perché non si poteva neanche parlare (il tempo di Santoro penso che sia un tempo americano, non umano). Ma c'era dell'altro: la gabbia di matti dei politici. L'inquisito Martelli faceva molto più bella figura di tutti i vostri rappresentanti dei maggiori partiti italiani. Siamo decaduti in una maniera spaventosa! La gabbia di matti anche di quest'Italia che era proiettata in quei filmati sul razzismo e la xenofobia. Non mi ero mai illuso sul fatto che noi italiani fossimo razzisti, lo sapevo che lo eravamo. Però non m'aspettavo che saremmo potuti arrivare così in fretta a delle forme di razzismo così acute come ho visto in quei filmati. Sono rimasto di stucco: quella processione a Genova, per esempio, con quelle lampade accese, quelle candele, gridando slogan contro gli zingari. Era una replica (perfetta!) di tattiche del Ku-Klux-Klan, con un odio, una ferocia... Ma come è possibile? Sono proprio caduto dalle nuvole... La percezione era che le forze politiche, almeno certe forze politiche, utilizzavano la xenofobia e il razzismo come tigre da cavalcare per ottenere voti. A quel punto io ne sono uscito... Sono stato così male quella sera... Ero avvilito! Ma come è possibile? State attenti, se lasciate i vostri politici cavalcare questa tigre andiamo dritti alla Jugoslavia. Le Jugoslavie nascono così, non nascono mica in maniera differente. Non so che cosa ha fatto il governo, se ha lasciato decadere il decreto oppure se lo ha trasformato in legge. Io non riesco ad accettare quel decreto, al di là degli aspetti costituzionali. Ci sono anche degli aspetti buoni, ma è stato fatto come ricatto da parte delle forze politiche sulla Finanziaria. Ma i poveri già pagano in maniera incredibile la Finanziaria della nostra economia! Ricattare i poveri in mezzo a noi, gli immigrati, sulla Finanziaria è per me proprio una beffa di certe categorie politiche che non capiscono nulla. Bisogna proprio essere cinici per fare lavori del genere! Vi dico tutta la mia amarezza, questa sera, davanti ad un decreto legge che davvero mi ha fatto stare male. Io spero, chiedo, che il popolo italiano discuta sull'immigrazione, perché è importante che si arrivi ad una legge-quadro. Ogni governo deve avere una legge, ma che venga da un dibattito pubblico e che dia davvero la possibilità a chi soffre in mezzo a noi, agli immigrati, di avere un inserimento. E lo faccio in nome della nostra memoria di popolo italiano. Gli immigrati sono l'1,6% della popolazione, secondo statistiche del governo; la Caritas le contesta, accettiamole pure. L'1,6% di presenza di immigrati in questo paese: è il dato più basso d'Europa, il più basso! Mi scandalizza profondamente che i politici vengano a dirci che costituiscono una minaccia per l'ordine pubblico. Ma siamo matti? Perdiamo perfino la nostra memoria, ci dimentichiamo che fino a ieri siamo emigrati anche noi. Dal 1861 al 1961 il popolo italiano è stato una continua onda di emigrazione verso l'Australia, verso il Brasile, verso il Nordamerica, ovunque! Per cercare un tozzo di pane. Sapete quanti milioni di italiani sono nati da quell'emigrazione? Tanti! 60 milioni! E ci scandalizziamo, ci arrabbiamo e ci facciamo prendere in giro da quattro politici (beceri, perché bisogna essere beceri per fare discorsi del genere) per l'1,6% di presenza di immigrati in mezzo a noi, che costituirebbero adesso la nuova minaccia alla sicurezza? Lasciatemi dire di sentirmene profondamente amareggiato...
Porto questa sciarpa perché davvero credo in quello che rappresenta. Me l'ha data l'altro giorno ad Arezzo la segretaria generale dei popoli indigeni di tutta l'America Latina. Una donna davvero meravigliosa, mi ha fatto un'impressione incredibile. Quando ho parlato mi ha abbracciato e mi ha detto: "Alex, portala!". E' molto bella! Non è l'iride, è una specie di iride ma non è l'arcobaleno, non è la bandiera della Pace; è la bandiera lanciata nel '92 dai popoli indigeni e la sua bellezza è che non ci sono colori primari e ogni colore aiuta l'altro a distaccarsi, ognuno aiuta l'altro ad essere se stesso. E' quello che Tonino Bello chiamava la "convivialità delle differenze". Ormai siamo un villaggio economico, diventeremo sempre di più anche un villaggio multietnico, multirazziale, multireligioso. O impariamo a trovarci ricchi gli uni gli altri delle nostre differenze o non ce la faremo più a vivere a questo mondo. Ecco il cuore dell'appello all'accoglienza, pur nel rispetto della legge, che vi faccio questa sera a nome degli immigrati in mezzo a noi. Ragioniamo su queste cose, non lasciamoci prendere in giro o giocare sulla xenofobia perché è di una estrema pericolosità. Sono partito dai nostri volti, sono andato ai volti degli immigrati in mezzo a noi, permettetemi di essere qui questa sera a parlare dei volti delle vittime dell'Impero. Anche gli immigrati sono parte delle vittime dell'Impero; se vengono in mezzo a noi è perché fuggono, in buona parte, da situazioni disperate. Se pensate che terrete gli immigrati fuori con l'esercito, dimenticatevelo. L'Impero Romano ha tentato di farcela, molti anni fa, con i cosiddetti barbari (che poi non so chi era più barbaro, se i barbari o i romani; dipende molto da dove vedete la storia, da come la leggete). Questi cosiddetti barbari non solo non sono rimasti fuori, nonostante lo strapotere delle legioni romane, ma lentamente sono entrati e alla fine hanno preso l'Impero come un frutto cotto. La disperazione porta i popoli a gesti che sono il prodotto di un sistema economico mondiale impazzito. Ve lo dicono i volti di questa gente, ve lo dicono i volti di Korogocho...
A molti di voi è stata data la mia 'lettera agli amici', il tentativo di ricordare, semplicemente, i volti della mia gente, i volti di chi soffre a Korogocho. Volevo riprendere, leggendoli, soltanto due o tre volti, per essere brevi e per darvi il sentore di cosa significa vivere nei sotterranei della Vita e della Storia. Vorrei ricordare tre volti. Il volto di Giuliana, "abbandonata con tre figli dal marito, che sospettava che la moglie avesse L'AIDS... Giuliana non riuscì più a pagare l'affitto della baracca... Il padrone buttò fuori dalla stanzetta lei, i bimbi e le poche masserizie... Giuliana (già grave) passò quella giornata sulla strada battendo i denti e sotto shock. La Piccola Comunità Cristiana riuscì a trovarle a tarda sera un'altra baracca, dove, alla rinfusa, ammassarono le poche masserizie". Quel giorno era stato destinato, molto tempo prima, al suo Battesimo. Era lei che aveva chiesto, da tantissimo tempo, di essere battezzata. Sapeva che stava venendo meno e quella sera era stata designata come la sera del suo Battesimo. Quel giorno lo aveva vissuto buttata fuori al freddo (certi mesi a Nairobi fa veramente freddo), era lì intirizzita, in fase quasi terminale di AIDS. Quando l'ho vista alla sera, nell'altra baracca dove era stata portata, l'ho vista mentalmente persa e mi sono detto: "Forse non vale proprio la spesa neanche di andare avanti con il Battesimo perché non capisce nulla". Ma poi ci ho riflettuto e mi sono detto: "Ma chi sono io? Chi sono io per giudicare? A Lei che ha continuamente chiesto di averlo, non è forse il momento di dare questo segno dell'acqua come segno della fedeltà di un Papi che, quando tutti ci abbandonano, Lui non ci pianta?". "...E riandai alla figura di Agar, la schiava di Abramo, dalla quale ebbe un figlio, ma che Sara prontamente scacciò di casa. 'Agar se ne andò e smarrì per il deserto di Bersabea. Tutta l'acqua dell'otre era venuta a mancare. Allora Agar depose il fanciullo sotto un cespuglio e andò a sedersi di fronte, alla distanza di un tiro d'arco, perché diceva: "Non voglio vedere morire il fanciullo". Quando gli si fu seduta di fronte, egli alzò la voce e pianse. Ma Dio udì la voce del fanciullo' (Gen. 21, 14-19). Agar, figura emblematica di tutte le donne-schiave della storia, di tutte queste donne di Korogocho... Di Giuliana, che pochi giorni dopo, abbandonata, moriva in quella baracca. Volto di Giuliana, volto di Martin... Uno dei raccoglitori di rifiuti nella discarica. Stroncato dal male, a sera tardi, davanti alla sua baracca, vegliato durante la notte dalla sua gente perché quel corpo non fosse sbranato dai cani. Lo trovai al mattino, ai bordi della stradina, adagiato in mezzo ai rifiuti, avvolto da uno stuolo di mosche... Tolsi lo straccio nero, e vidi quel volto tumefatto.... Guardo e riguardo: è il volto del crocefisso... 'Dio mio, Dio mio, Dio mio assente e lontano! Io ti chiamo di giorno e tu muto... E io invece un verme, non uomo, un obbrobrio di uomo, un rifiuto!' (Salmo 22). Un 'rifiuto' tra i rifiuti ai bordi della discarica, a pochi metri dall'acquitrino dove si era gettata per disperazione Joan...". Joan era una donna di 28 anni, per buona parte drogata, prostituta. So che quel giorno è stata violentata ripetutamente e poi battuta con spranghe di ferro alla testa. Disperata, ha preso la rincorsa e si è buttata in questo acquitrino che chiude Korogocho. L'avevo salvata varie altre volte Joan. Mi ricordo una notte: mentre stavo pregando nella cappellina sento urla, esco e vedo che Joan tenta di buttarsi dentro. La prendo, la porto con me dentro nella baracca, in questo angoletto per pregare. Si butta lì in un cantone e piange; poi, all'improvviso, me la vedo che scatta in piedi e comincia a buttare via i vestiti che aveva addosso. "Ma cosa fai, lo spogliarello proprio davanti al Santissimo?". E dice: "Alex guarda! Ma guarda il mio corpo! Ma tu non capisci nulla!". Quando vedete i corpi di queste ragazze... Mamma, che roba! "...dove si era gettata per disperazione Joan, a fianco del 'fiume' Nairobi, le cui acque puzzano come quel 'rifiuto' fuori le mura di Gerusalemme... Pregai con la gente della discarica per dare dignità a quest'uomo che non l'ha mai avuta. Questo dare dignità ai poveri! Come quella sera quando entrammo nella baracca di un giovanotto distrutto dall'AIDS... Non riuscivamo neanche ad entrare in quella baracca sommersa dall'acqua (pioveva a catinelle). Per ripararsi Njuguna aveva messo un pezzo di nylon sopra il letto - l'unica maniera perché pioveva da tutte le parti - (il tetto era tutto un buco!)". Questo giovane era in fase terminale di AIDS, è morto poi tre giorni dopo. "...Ovunque sputi, rifiuti, vomito, ... "Ho sete" fu l'unica parola che riuscì a dire. Corremmo a prendergli un bicchiere d'acqua. Volevamo celebrare l'Eucarestia, ma non c'era neanche un angolo dove mettere il pane... Ma forse era già celebrata, anche senza pane e vino, con quell'acqua ("Ho sete")... quel corpo 'spezzato' di quel giovane abbandonato da tutti, anche dai suoi familiari... (la 'messa' dei disperati, l''acqua' della speranza)". Sono volti, volti delle vittime del Sistema, volti scavati, volti di chi paga pesantissimamente un Sistema mondiale assurdo (mondiale ma anche locale, è la stessa cosa a Nairobi). Questi volti, i volti di Martin, di Joan, di Giuliana, di Njuguna, sono i volti della gente di Korogocho. Korogocho è una delle tante baraccopoli, è costruita su di una collina a schiena d'asino, lunga 2 Km. e mezzo, larga 1 e mezzo, su cui sono accatastati 100.000 abitanti almeno. Nairobi, questa bellissima città, chiamata la 'città del sole', è circondata da una paurosa corona di spine: le baraccopoli. Costruita dagli inglesi, è una città bella, almeno nelle zone-bene, mentre il centro è caotico come in tutte le grandi città. Nairobi ha oggi 3 milioni di abitanti. Prospettive demografiche dicono che dovrebbe avere 18 milioni di abitanti tra vent'anni. L'urbanizzazione è spaventosa in Africa.
Quello che è sconcertante, a Nairobi, è proprio questa spaccatura tra la gente che sta bene, che vive da nababbi, e quella che vive nella miseria più nera. Sono due mondi, fianco a fianco. Di ricchezza ce n'è a non finire a Nairobi. Vorrei pregarvi che nessuno qua dentro si metta in testa che sono venuto per puntare il dito contro qualcuno. Assolutamente! Io non ho bisogno di venire a Fidenza per puntare il dito contro di voi. Se voglio puntare il dito, a 3 Km. da Korogocho c'è Muthaiga, con delle ville che voi ve le sognate. E' la contraddizione del Sistema che mi sta a cuore e sulla quale vorrei che rifletteste: questa divisione assurda, incredibile, fra gli straricchi e gli strapoveri. Gli straricchi sono i volti neri al potere, legati alla comunità indiana che controlla almeno l'80% del commercio. Oggi, ovunque in Africa, la spaccatura tra le élite al potere e le masse è incredibile, è uno dei grandi tradimenti di questo continente. E' proprio una voragine tra questi due mondi. Le statistiche che vi do non sono mie, sono molto attendibili perché vengono dall'ambasciata americana, non certo dal governo kenyano. L'ambasciata americana ha fotografato Nairobi pezzo per pezzo con un aereo militare, poi ha messo insieme la mappa ed è arrivata a queste conclusioni: il 60% della popolazione di Nairobi, su 3 milioni 1,7-1,8 milioni, vive nell'1% della terra disponibile. Vive in baracche questa gente accatastata, io dico 'sardinizzata', nell'1% della terra disponibile. E di terra ne avete a non finire, terra bellissima... Quello che è ancora più grave è che questa gente non possiede neanche questo 1% della terra. Questo 1% appartiene al governo, ed il governo può arrivare quando e come vuole, vi dà 24 ore di preavviso e poi 'sbologna' tutti, sotto il tiro delle mitragliatrici dell'esercito (ci ritorneremo, sul ruolo delle armi). Ancora più grave (io non ho visto questa situazione altrove): l'80% della gente che vive in baracche vive pagando l'affitto, che vuol dire che l'80% non possiede neanche la baracca. E l'affitto costa: almeno un quarto delle entrate va per pagare l'affitto. Capite allora i problemi enormi che ci sono per fare una lotta per la terra. I poveri sono già spaccati tra loro (dovendo pagare l'affitto delle baracche ad altri abitanti della baraccopoli - N.d.R.), ma poi c'è tutto il resto... Il degrado è spaventoso, a tutti i livelli, fino a giungere al degrado sanitario. Noi oggi calcoliamo che nelle baraccopoli di Nairobi il 50% sia già sieropositivo: stiamo andando verso la tragedia. Quando vivete dentro queste realtà vedete a occhio nudo l'impoverimento, un Sistema dove tu puoi fare quello che vuoi ma non c'è nulla da fare. Smettetela di dire che i poveri non lavorano, ma finitela! Se volete vedere gente che lavora, venite a vedere le donne, gli sforzi che fan lì dentro: si portano per Km. e Km. sulla schiena quintali di banane, di roba... Mamma, che fatica! Per guadagnare quasi nulla! E' la femminizzazione dell'impoverimento, perché è la donna, l'anello debole della società, che paga pesantissimamente questo sistema economico. Solo un esempio dell'impoverimento: noi calcoliamo che a Korogocho ci siano oggi 5.000 ragazzi (dai 5 ai 10 mila!) che sono fuori della scuola elementare. Ci sono scuole elementari tenute dal governo, ma per entrarci bisogna pagare. Dai 5 ai 10 mila ragazzi oggi sono sulla strada perché i genitori non possono permettersi il lusso di pagare l'entrata in prima elementare. Un esponente del Comune di Nairobi mi ha confermato che è vero. Tra dieci anni pensiamo che il 50% dei ragazzi di Nairobi non riuscirà ad entrare in prima elementare. Questa voragine immensa si allarga, i poveri non la possono passare. Il più grande giornale del Kenya, il 'Daily Nation' (non è mica 'il Manifesto' o 'Liberazione', appartiene all'Aga Khan, ad una delle più grandi multinazionali) ha avuto il coraggio di dire, qualche mese fa, che il sistema economico in Kenya è un apartheid economico. E' forse l'unica definizione esatta del sistema: pura apartheid economica!. Nairobi è in piccolo quello che in grande trovate a livello mondiale: il 20% della popolazione mondiale detiene l'80% delle ricchezze di questo mondo e le usa, le spende, le spande come crede opportuno (e questo 20% lo trovate qui come a Nairobi, come a Johannesburg, come a Kinshasa, come a S.Paolo in Brasile...).
Prima di analizzare questo Sistema, permettetemi alcune battute sulla nostra esperienza dentro Korogocho (tenterò di essere breve perché ci sono parecchie cose importanti che vorrei condividere con voi sul 'qui'...). Io ci sono sceso, sono 5 anni che ci vivo dentro. Ho iniziato da solo, poi è venuto padre Gianni Nobili e adesso c'è padre Antonio D'Agostino. In più c'è Gino, un bravissimo laico di Brescia, e lentamente dovremmo avere una piccola comunità di laici, o, meglio, di laiche, di donne che si inseriranno con noi. Cos'è che abbiamo fatto? Abbiamo semplicemente accettato l'idea di inserirci in questa situazione al limite del vivibile. Abbiamo preso anche noi una baracca, viviamo come vive la gente. Quando cominciate a vivere come vivono loro, vi 'partono' subito dei chili. Mi son perso subito 20 chili, ma dopo sono stato molto meglio, vuol dire che non ne avevo bisogno (e penso che anche buona parte di voi può perdere 20 chili senza perdere nulla...). Beviamo quello che beve la gente, andiamo a comperarci l'acqua con le lattine. Camminiamo come camminano tutti, dentro questo formicaio umano, decine e decine di Km. al giorno. Siamo alla mercé della violenza. Korogocho è violenza totale, una violenza spaventosa. Potete essere accoltellati in qualsiasi angolo, dove qualcuno vi aspetta. Possono sfondare la porta della baracca, tagliandovi il lucchetto, come a tutti i poveri. Non vi porteranno via molto, un pezzo di materasso... E' solo quando scendete agli inferi, quando sentite sulla vostra pelle quello che significa sofferenza, la sofferenza dei poveri, quando vedete questi volti, quando udite il grido delle vittime, un grido immane, che vi sentite toccati dentro e cambiate.
Quello che cerchiamo di fare là dentro è, essenzialmente, essere quello che è stato Gesù. Gesù ha preso carne nella Galilea, la zona più depressa della Palestina. E' stato volto luminoso dell'Abbà, come lui chiamava Dio, del Papi. Volto luminoso del Papi a chi? A tutte le vittime del Sistema: i lebbrosi, le prostitute, i poveri, gli affamati, i diseredati, le vedove. E' stato speranza, volto luminoso, tenerezza, carezza, e ha fatto sorgere un movimento dei poveri dentro la Galilea. E' quello che tentiamo di fare anche noi dentro questa drammatica realtà di Korogocho: essere segno di speranza, di tenerezza, ... A volte è la gente stessa che ci dice, durante la preghiera: "Signore, ti ringraziamo perché Antonio, Gianni potrebbero essere sull'erba fresca a Ngong Road, a recitare le loro preghiere. Invece sono qui, nella merda, nella puzza. Sono qui con noi ed è segno che Tu non ti sei dimenticato di noi". Ecco il significato: proprio come ha fatto Gesù, anche noi abbiamo guardato ai più emarginati dentro Korogocho. Ce ne sono molti... Li abbiamo identificati, per esempio, nella gente della discarica, gente disprezzata da tutti. La discarica è una collina davanti a Korogocho sulla quale arrivano centinaia di camion ogni giorno: scaricano i rifiuti della nettezza urbana (sono i rifiuti dei ricchi, non c'è nettezza urbana per i poveri a Nairobi). Scaricano, e su questi scarichi (mamma, che impressione!) piombano addosso come avvoltoi 30 o 40 uomini per prendersi un pezzettino di rifiuti: si tratta di vita o di morte. Tutto è raccolto, ma tutto! Tappi di bottiglie, dentifrici usati, pezzi di bottiglia, ... Migliaia di persone vivono sul riciclato. Sono disprezzati da tutti. Sono i poveri che disprezzano ed emarginano altri poveri. Smettetela di pensare che i poveri sono i buoni e i ricchi sono i cattivi. E' teoria marxista, non è vero! I poveri ed i ricchi sono uguali, sono peccatori tutti! E' molto importante tenerla questa distinzione, per capire che Dio è il Dio dei poveri. Non perché i poveri sono buoni, ma perché Dio è Dio. Dio non è il Dio del Sistema, è il Dio degli schiavi, degli esclusi, delle vittime del Sistema; è il loro Dio perché Lui è Dio. E' molto importante questo, è il cuore dell'esperienza biblica. Emarginati come la gente della discarica sono i ragazzi di strada: disprezzati, presi in giro, lerci, ce ne saranno almeno 30.000 a Nairobi (vi do le statistiche minime). A Korogocho sono migliaia. E se avete la sfortuna di nascere donna a Korogocho, quello che vi rimane è la via della prostituzione, non c'è altra strada; e, con la prostituzione, l'emarginazione, il disprezzo, la violenza sessuale... Vi ricordate Joan? I giovani, molto spesso, entrano nel giro della droga, dell'alcoolismo, per vivere si mettono insieme e diventano le cosiddette bande armate; sono emarginati, temuti, sospettati da tutte le parti. Infine, i malati di AIDS. I più gravi sono quelli che in baraccopoli pagano lo scotto di tutto. Sono soprattutto donne, in buona parte donne con bimbi. Una tragedia, con tutta l'emarginazione che ci sta dietro. A questa gente noi abbiamo dato la priorità. Già Korogocho è emarginazione, ma dentro l'emarginazione c'è gente più emarginata. Lavoriamo con tutti, ma diamo la priorità ai più poveri, ai più emarginati, dentro la poveraglia che è Korogocho. Ecco allora nascere quelle che sono le Comunità. Le potete chiamare 'comunità terapeutiche', dove diamo la priorità alla Parola. La Parola ha una forza immensa di mettere persone in piedi, di dar loro dignità, di guarirle dentro; insieme con la Comunità, che è la vera terapia per rimettere persone in piedi. E' nata la prima Comunità Cristiana della discarica. E' stato durissimo tentare di mettere insieme questa gente: non si fidano di nessuno perché nella loro vita sono stati traditi da tutti, ed è vero. Ce n'è voluto! Oggi è nata un'amicizia bellissima con loro... Mamma, che roba! Con questa Comunità, ogni lunedì mattina, da quasi quattro anni, mi incontro a leggere il Vangelo, a sentire i loro problemi. Si sono costituiti adesso in piccola cooperativa e, con l'aiuto di Gino Filippini che ha fatto un bellissimo lavoro, hanno spiazzato tutti i mediatori, tutti! E' la Comunità adesso che compra tutto il riciclato che prima veniva venduto ai mediatori, i quali poi strozzavano i poveri. La novità: il guadagno della Comunità non va ad arricchire pochi; tutto il guadagno viene distribuito (ecco l'economia di uguaglianza) fra i ragazzi di strada, o alle donne che vengono a vendere il loro riciclato, che prima venivano strozzate mentre adesso si tende a dare loro un prezzo maggiorato. La gente stessa della Comunità può lavorare fuori della discarica, sempre sui rifiuti ma fuori, impacchettando la carta, caricando pezzi di vetro sui camion, ... E' nata tutta un'economia, ma un'economia che vede anche l'aspetto sociale. Per esempio, si sono finalmente convinti di mandare una delle donne della discarica a fare un corso di infermieristica. Quando l'ha finito l'hanno assunta e la pagano con il guadagno per fare l'infermiera: c'è un piccolo dispensario per quando vengono feriti. Voi non avete un'idea della discarica. Provate soltanto a pensare che gli ospedali di Nairobi, invece di bruciare i rifiuti come dovrebbero, mandano camion pieni che vuotano tutto: siringhe, sangue, ... tutto! Provate a immaginare: gente che gratta rovistando, le ferite, i problemi... Ecco un primo segno di speranza.
Un secondo segno di speranza nella discarica è la seconda Comunità: una Comunità bellissima, fatta soprattutto di donne. Cosa fanno? Dentro la discarica c'è sempre meno lavoro perché quello che arriva è pochissimo ed è il rifiuto dei rifiuti; i rifiuti buoni rimangono in città e i ricchi già ci mettono le mani su quelli. Allora abbiamo iniziato, attraverso amici, a contattare le grandi compagnie, i grattacieli, e adesso la seconda Comunità va a pulire i grattacieli o varie zone di Nairobi. Riesce lentamente - lentamente! - a vivere su questo guadagnandoci. Sono piccoli segni di speranza, ma davvero è gente stupenda, che ha soprattutto un'umanità straordinaria. Questo sta aprendo vie nuove anche per i ragazzi di strada, con i quali lavora padre Antonio. Antonio sta lavorando moltissimo, soprattutto per creare punti di incontro dove questi ragazzi di strada possano essere accolti e sentirsi amati; hanno bisogno soprattutto di questo. Per loro stanno nascendo possibilità nuove per poter vivere, proprio per la pulizia in città, la raccolta dei giornali, ... . Le ragazze, l'ho detto prima, hanno ormai, come unico spazio per poter sopravvivere, la prostituzione. Abbiamo tentato di costituirle in piccola Comunità anche loro. Joan, quella ragazza che ho ricordato che si è buttata nell'acquitrino, quando è riapparsa... Mamma, che roba! E' riapparsa la settimana dopo... Abbiamo chiesto per tutta la giornata alla polizia di portare via il corpo che galleggiava sulle acque (con le braccia distese, sembrava una croce galleggiante). Nulla da fare... Alla sera abbiamo chiesto ad alcuni ragazzi di trascinarla verso riva. Ancora la polizia non arrivava, siamo andati giù nel cuore della notte con alcuni cristiani. E non dimenticherò mai la preghiera su quel corpo. Il catechista ha fatto una preghiera davvero incredibile. Ha detto: "Signore, perdonaci! Perché se questa ragazza s'è buttata dentro è colpa nostra. Ecco il risultato del peccato che viviamo qui a Korogocho". Joan era una di quelle che avevano formato la Udada, la 'sorellanza'. Fanno croci come questa, che porto proprio in solidarietà con loro, fanno collane, per cercare di tirarsi fuori dal ciclo della prostituzione. Abbiamo 50 o 60 ragazze che in buona parte sono già uscite ed è questo un altro tentativo importante per rimetterle in piedi. Poi vi ricordo i ragazzi Kindugu, una squadra criminale che si è trasformata in Piccola Comunità. Ho raccontato prima a chi sostiene questo gruppo del Kindugu che il cammino è durissimo ma andiamo avanti tentando lentamente di rimettere in piedi questi ragazzi. Infine, i malati di AIDS. Vi sembrerà strano, in una società, in un mondo come il vostro, dove voi valete tanto quanto producete, o valete tanto quanto avete soldi o altro, che noi dedichiamo la buona parte del nostro tempo, come preti, ad assistere chi muore di AIDS. Eppure è questo, in fondo, il Dio in cui credo: il Dio di questa gente. Tutte le sere, dalle nove alle undici, andiamo, con la Piccola Comunità Cristiana, nelle baracche dove c'è un malato di AIDS. Immaginatevi 10, 15 persone accalcate dentro che pregano. La mia Fede è molto debole, eppure si sta rafforzando perché sono loro che mi dicono chi è Dio. Ed è incredibile vedere questi ragazzi, queste ragazzine, ri-dirvi chi è Dio per loro. Mamma, che roba! Sono momenti in cui toccate il mistero. Io sono critico perfino delle mie esperienze interiori di fede; molto spesso dubito, per cui mi faccio un'autocritica spietata. Eppure, io davvero devo dire che lì c'è qualche cosa, e cosa ci sia è mistero. Solo due episodi, per dirvi cosa significa. Ricordo che una sera siamo andati a pregare per una ragazza di vent'anni, Nancy, malata di AIDS, molto grave. All'Offertorio ha chiesto di pregare. Una preghiera lunghissima, sarà durata sette o otto minuti, a voce aperta; i poveri pregano molto! Ha detto: "Papà (Baba), lo so, sono molto ammalata. Però Tu, Papà, Tu che puoi tutto, Tu puoi guarirmi. Guariscimi! Ti chiedo di guarirmi non per me, ma per questo mio bimbo - aveva il bimbo a fianco, di due anni. Ha solo me. Guariscimi, Papà! Però, Papà, se Tu non vuoi guarirmi, se Tu vuoi che venga da Te, eccomi, Papà!". Non sono ragazzine che vengono dal catechismo o dall'Azione Cattolica. Sono ragazzine che sono vissute sul marciapiede.
Ricordo Florence, una ragazzina che ha iniziato a prostituirsi a undici anni; a quindici anni ha avuto il verdetto che aveva L'AIDS, è morta a sedici. Tre giorni prima che morisse sono entrato da lei. Eravamo solo quattro: due preti, un giovane kenyano e lei. Mi sono seduto, ho guardato il volto, un volto scarnificato dall'AIDS. Le ho detto: "Florence, siamo venuti per dirti che ti siamo vicini. Lo so che tutti ti hanno abbandonato, tutti - anche la mamma due giorni prima l'aveva piantata. Siamo qui per dirti che ti siamo vicini". Ma poi le ho detto: "Florence, dimmi una cosa. Ma chi è il volto di Dio per te?". E lei si è fermata, perché non se l'aspettava una domanda simile. Si è fermata in silenzio, poi il volto si è illuminato con un sorriso incredibile. Ha detto: "Alex, ma sono io il volto di Dio!".
Eccovi il volto del mistero! I poveri sono soggetti, sono loro che ci evangelizzano, sono loro che proclamano Dio a noi. Non perché sono buoni e bravi, ma perché Lui è buono, perché Lui è il loro Dio! Ecco il cuore del mistero che viviamo. Ma ricordatevi che Korogocho è peccato! E' un grido immane che sale a Dio, perché non è concepibile che in questo mondo i figli di Dio vivano a questa maniera. E' peccato! Vi ho detto prima che a Nairobi c'è apartheid economica. Ma è un'apartheid che rispecchia l'apartheid economica globale: il 20% del mondo vive possedendo l'80% delle risorse di questo mondo. Le usa, le spende, le spande come vuole. E' la grande forbice del 20% che si arricchisce a spese dei due terzi dell'umanità, che diventano sempre più poveri. Questa apartheid economica sta portando a disastri incredibili. Vi cito la Banca Mondiale; non un istituto missionario, la Banca Mondiale, cuore di questo Sistema. La Banca Mondiale vi dice che a questo mondo ci sono un miliardo e centocinquanta milioni di esseri umani che sono inutili, azzerati. Cioè, non hanno più né possibilità di lavoro, né di essere aiutati in chiave di assistenza medica, nulla! Una volta i poveri almeno venivano sfruttati. Oggi i poveri non servono neanche più per essere sfruttati. Un miliardo e centocinquanta milioni di volti. Di questi almeno quaranta milioni all'anno muoiono di fame, in buona parte bimbi e donne. Un sistema economico che vi porta a un macello del genere (capirete perché sono obbligato a dirlo) è un sistema ingiusto, immorale, è un sistema di peccato! Ecco la mia prima provocazione alla Chiesa: quand'è che la Chiesa avrà il coraggio di dire questo? A volte, in certi documenti, si è spinta a parlare di strutture di peccato. Ma qui c'è qualcosa di ben più grosso: è un sistema di peccato! Parlavo l'anno scorso con padre Nolan, uno dei migliori teologi africani, un domenicano bravissimo, eletto ad essere Maestro Generale. Ha rifiutato per ritornare in Sudafrica a lottare contro l'apartheid. Mi diceva: "Alex, ma ti meravigli di questo? C'è voluto un secolo per le Chiese in Sudafrica prima di arrivare a dire che il sistema dell'apartheid era peccato. E ci sono arrivate alla fine, poco prima che l'apartheid crollasse. Di quanti secoli ancora avranno bisogno le Chiese per arrivare a dire che questo Sistema, che procura un disastro del genere, è peccato?". Questa è una cosa importante, fondamentale.
Permettetemi di aiutarvi a cogliere cos'è questo Sistema, in pochissime battute. Uso i termini politici vostri (ormai in politica non si capisce più nulla; almeno io non ci capisco più nulla, se voi ci capite... Sento parlare di poli, di cespugli... E' una giungla, altro che la giungla africana!): per me questo Sistema è fatto da tre poli (mi perdonerete se uso il linguaggio dei poli, ma forse richiama qualche cosa...). Il primo è il polo dell'economia; o, meglio, della finanza, perché oggi è predominante la finanza. A questo è legato il polo del militare. E terzo il polo dei mass-media. Un polo aiuta l'altro a reggersi in piedi. Prima di tutto, l'economia. Se voi pensate che il 21 aprile andrete ad eleggere le persone che decideranno il vostro futuro, siete una banda di illusi! I vostri politici oggi possono decidere ben poco. Rendiamoci conto che chi decide sono le forze economiche. E' l'economia, la finanza, che decide praticamente tutto! Questo è importante, se non lo comprendiamo stiamo qui a perdere tempo. Dobbiamo ritornare a parlare di primato dell'economico. L'altro giorno sono stato invitato a Roma ad un dibattito interno ai giudici, per capire un po' questo tipo di realtà. Ho parlato, me lo hanno chiesto, e ho ascoltato un professore che ha presentato il problema dell'economia mondiale, della finanza. Solo a sentir parlare di che razza di flussi ci sono oggi in chiave finanziaria... Mamma, che roba! Voi spostate miliardi e miliardi così, semplicemente, e fate miliardi e miliardi... E' un mondo virtuale, non c'è più neanche il mondo reale. E' la finanza, è lì il cuore di tutto. Questo ormai spiazza via tutto: Stati, tutto... I giudici appunto si domandavano: "Ma allora cos'è lo Stato? Di grazia, cosa è lo Stato di Diritto?". Boh! Se davvero è l'economia che decide tutto, non vi sorprende più neanche la vostra situazione politica. Vi sorprendete che non capite più cos'è la destra e cos'è la sinistra? Ma perché è un unico omologato economico. Non pensate mica che voi possiate distinguere i democratici dai repubblicani negli Stati Uniti: ma neanche per sogno! E' la stessa realtà perché la politica è funzionale, semplicemente, a quello che l'economia decide, se no è fuori. E' importante questo, è fondamentale. Questo mondo economico, la finanza, che è il 20% del mondo, che detiene l'80% delle risorse di questo mondo, non potrebbe mai continuare a tenere botta, a controllare questo 80% dei prodotti, dell'energia, se non fosse per il potere militare. Se ancora credete che l'esercito italiano, che le armi servano a difendere i confini o le patrie, siete, di nuovo, una banda di illusi. Neanche Spadolini, che Dio l'abbia in gloria, credeva più a balle del genere! Le armi servono unicamente a mantenere sfruttamento e ricchezza, punto e basta! Il 20% del mondo non mollerà mai le armi. Mai, soprattutto quelle atomiche. Ormai non distinguete più l'economico dal militare. Sono un unico ed inscindibile legame, che è difficilissimo tagliare. E qui permettetemi alcune battute gravissime sulla nostra situazione italiana. E' incredibile il silenzio che avete mantenuto davanti ad una Finanziaria che ha tagliato le vostre spese sociali, mentre il bilancio della Difesa è salito da 25.000 a 31.000 miliardi. Per fare che cosa? Tra poco, lentamente (non passeranno certo per il Parlamento...), vi faranno trangugiare il Nuovo Modello di Difesa, che prevede un esercito di professionisti (e quando parlate di uomini forti, in questo paese, con l'esercito di professionisti, sapete cosa significa...). In questo paese, e perdonatemi se sono così duro, chi ha comandato in questi anni non è stato lo Stato di Diritto, sono state le forze economiche, congiunte con i militari. E il militare è tutto 'coperto', sapete molto bene da chi: dai servizi segreti, dalle logge, siano esse P2 come massoniche. E' questo il cuore di tutto, non prendetevi in giro! Con altrettanta chiarezza: questo sistema economico-militare ha assoluto bisogno dei mass-media. Ecco perché, in Italia, ci sono due grandi complessi (il potere economico!) che controllano praticamente tutti i mass-media. Due! Negli Stati Uniti (dove si parla tanto di libertà, ma la smettano!...) tutto è controllato da 10 grandi complessi industriali. Tutto!
I mass-media sono la voce del padrone e servono essenzialmente a due scopi. Primo, ideologico: creano in noi l'illusione che questo è l'unico Sistema possibile. Secondo: servono a renderci tubi digerenti. Produciamo? Dobbiamo consumare. Ci fanno consumare! In particolare state attenti alla televisione. Ho visto, quando sono passato per Assisi, un testo molto bello, di cui è già uscita negli Stati Uniti la seconda edizione: 'Cristiani in una società consumistica'. Leggetelo, perché è potente. E' di un gesuita americano. Guardate quello che vi dice della televisione: "Si calcola che l'americano medio guardi la televisione almeno 26 ore la settimana pari a 13 anni continui della nostra vita media". Provate a pensare, 13 anni davanti a quel televisore! Ma poi, più grave ancora: "Dato che la pubblicità occupa fino al 27% della fascia oraria di maggiore ascolto, potenzialmente potremmo trascorrere in media l'equivalente di tre interi anni della nostra vita guardando unicamente annunci pubblicitari". Provate a pensare, 3 anni!... "...il loro implacabile messaggio aggredisce l'autostima e la percezione di milioni di persone: i tuoi capelli sono troppo lunghi, i tuoi capelli sono troppo corti, la tua pelle è troppo chiara o troppo scura, i tuoi odori sono nocivi, sei troppo grasso, troppo magro, hai troppi difetti, devi avere un reggiseno sportivo già dalla quinta elementare o non avrai amici, il tuo seno è terribilmente grande o troppo piccolo, puoi fermare il traffico con un reggiseno 'Maidenform', sarai frigido o impotente se non usi 'Hai Karate' o 'Musk'". Tre anni a sentirvi roba del genere...
Capite il potere dei mass-media, un potere immenso. Questo gesuita conclude così, in maniera glaciale, ma coglie il cuore: "La costrizione al consumo è diventata per noi tanto profonda quanto il bisogno di sopravvivere, perché il Modello consumistico rivela che il nostro stesso essere e scopo sono calcolati unicamente in termini di ciò che possediamo. (...) Noi siamo solo finché possediamo. Siamo ciò che possediamo. Di conseguenza siamo posseduti da ciò che possediamo, prodotti dai nostri prodotti. Rifatti ad immagine e somiglianza della nostra stessa merce, ci riveliamo essere beni di consumo. L'idolatria esige da noi il suo pieno prezzo, siamo derubati della nostra stessa umanità". Notate: "l'idolatria". Permettetemi di dirvi che il problema grosso non è l'ateismo. L'ateismo è forse già il primo passo, da noi, per tentare di fare un atto di Fede, perché chiaramente bisogna sbarazzarsi del Dio del Sistema. Perché Dio non può essere il Dio del Sistema. Il problema nostro è l'idolatria! E io ho la netta impressione che le nostre Chiese, le Chiese del Nordamerica, le Chiese dell'Europa, sono in buona parte, oggi, Chiese idolatriche, funzionali a questo Sistema. E siamo noi! Non pensiamo mica a chissà chi... Da qui capite che, in questo Sistema, l'idolatria ci porta a che cosa? Ad adorare la Cosa. E perché adoriamo la Cosa diventiamo cose! Ecco il problema. Se c'è una cosa che mi ha impressionato, girando 3 mesi per l'Italia, è proprio il fatto che questo Sistema ci distrugge in chiave personale; è come acido che ci corrode. Distrugge le coppie. Ho lasciato molte coppie bellissime nel '91, felicissimamente sposate, impegnate. Ritorno, e me le ritrovo... Mamma, che roba! E non è questione caratteriale. Sembrano tutte fatte su copione le crisi. E' questione che questo Sistema ci rende cose. Ma poi cosa volete in qualche modo condividere anche dentro la famiglia? Non c'è più nulla! Capite allora la droga, capite i suicidi, che sono in aumento ovunque... M'han detto che qui in Emilia-Romagna si spendono miliardi in ansiolitici nelle farmacie. Stiamo diventando matti: dobbiamo prendere pillole! Ci deruba della nostra umanità, è un Sistema che ci rende cose! E questo Sistema ci rende, lo sapete molto bene, il futuro impossibile. L'ipoteca fondamentale sul futuro è quella ecologica. Gli scienziati americani vi danno 50 anni per cambiare; dopodiché, dicono, avremo già intaccato le falde ecologiche di questo mondo: le future generazioni non potranno più vivere a questo mondo... 50 anni! Questo macello ecologico l'abbiamo fatto noi, 20% del mondo. Provate a pensare quando l'altro 80% del mondo vivrà come viviamo noi... Ma chi ci potrà più vivere a questo mondo? La FIAT sta andando in Cina ad aprire le fabbriche. Provate a pensare se invece di un miliardo di biciclette avrete un miliardo di macchine FIAT... Ma chi respirerà più a questo mondo? Questo Sistema non è più esportabile. Dobbiamo già noi stessi rimetterlo in discussione, perché andando avanti di questo passo non c'è futuro in chiave ecologica! Gandhi lo aveva espresso in una battuta stupenda (una!), nel '38 ancora, quando un giornalista inglese gli chiedeva: "Mahatma, quando tu avrai ottenuto l'indipendenza dell'India, riuscirai a portare l'India allo stesso livello economico dell'Inghilterra?". E Gandhi aveva risposto: "Fratello mio, se ci son volute metà delle risorse di questo mondo per fare arrivare l'Inghilterra lì dove è arrivata, di quanti mondi avrà bisogno l'India, per arrivare lì dove è arrivata l'Inghilterra?". E' tutto qui il problema: su questa strada non c'è futuro. Ormai l'alternativa non è più un'utopia, è l'unica cosa decente che abbiamo fra le mani e che possiamo fare. L'alternativa è necessaria! Permettetemi allora di 'saltare' al propositivo. Direte subito: "Ma cos'è che possiamo fare noi?". Ritorno ai vostri volti. Se c'è una cosa che è incredibile sono i volti, unici ed irripetibili. Se viviamo in questo Sistema è perché noi lo vogliamo. Non lamentatevi di Maccanico, di Dini, ... A proposito: mamma, che roba! Abbiamo parlato prima delle forze economiche in questo paese. Ma le forze economiche vi esprimono perfino i governi economici, talmente sono chiare. E' inutile che andiate a dare la colpa in su. Se noi abbiamo i governi che abbiamo, i politici che abbiamo o l'economia che abbiamo, è perché noi li vogliamo così! A me ha fatto un'impressione enorme Martin Niemoller (uno dei grandi resistenti contro Hitler, insieme con Bonhoeffer. Martin Niemoller è sopravvissuto al campo di concentramento di Dachau, Bonhoeffer è stato invece impiccato). Quando Martin Niemoller è uscito, alcuni giornalisti gli hanno chiesto: "Martin, cosa dici del popolo tedesco? Tutti hanno mollato tutto davanti al nazismo: Chiese, Sindacati,... Tutti! Erano quattro gatti che hanno fatto la resistenza al nazismo, quattro gatti! Cosa dici?". E Martin è stato splendido. Ha detto: "Siamo tutti colpevoli". 'Siamo', non 'Siete', 'Siamo'! Se ci siamo su questa barca è perché tutti noi lo vogliamo. Era stato Martin Niemoller che aveva detto quella famosa frase: "Quando la Gestapo ha cominciato a venire ad arrestare i comunisti, io non ho detto nulla perché non ero un comunista. Quando la Gestapo è venuta per arrestare gli ebrei, io non ho detto nulla perché non ero un ebreo. Quando la Gestapo è venuta per arrestare i sindacalisti, non ho detto nulla perché io non ero un sindacalista. Quando è venuta per arrestare i cattolici, non ho detto nulla perché io non ero un cattolico. Quando alla fine son venuti per arrestare me, non c'era più nessuno per parlare". La logica è questa. Ecco perché ritorno ai vostri volti di questa sera. Se siete qui, è perché voi avete le potenzialità, dentro ognuno di voi, per cambiare. Ognuno di noi ha dentro le proprie mani la forza, come diceva Gandhi, della Satyagraha, la forza della verità; come dice Gesù, la forza dell'amore, una bomba atomica! Uscite dal senso di impotenza.
Dopo il peccato di idolatria, il più grave peccato di questa società è, per me, il peccato di impotenza. Sentite che ognuno di voi può fare, anche se dà un piccolo contributo, qualcosa di eccezionale. Sono i poveri che me l'hanno insegnato. Per fare questo, però, avete bisogno di fermarvi un attimo. Se siete non credenti, fate un po' di silenzio; ovunque volete, ma fatelo. Se siete sposati, andate insieme in qualche montagna. Un fine settimana, prendetevi 2 o 3 giorni; il venerdì sera andate su in qualche cascina e fate silenzio. Se siete sposati, fatelo insieme (è importante!). Per la prima volta ragionerete insieme e insieme tenterete di parlarvi. Non ci si parla più! Se siete credenti, trovate dei momenti di preghiera, di contemplazione. Fatelo anche come coppia. Andate dove volete (può essere Spello, può essere un monastero, può essere una cascina...), ma fate dei momenti di silenzio, riflettete. Se vi fermate, vedete subito la nostra follia collettiva. E allora cominciate a ragionare. Quando cominciate a ragionare sul primato dell'economico, subito dite certe cose... Quando ero a Comacchio mi ha introdotto un vecchio prete, avrà avuto dai 60 ai 70 anni. Ha detto 3 o 4 parole, una più saggia dell'altra: "Quando io ero un giovane prete e mi preparavo al 'Moralone' - grande esame dei preti, 'Teologia Morale' - avevo volumi e volumi così sul sesto comandamento. Sulla giustizia? Avevano dato 20 paginette... Dice: 'No, non preoccuparti, puoi leggerle anche all'ultimo momento, nessuno ti farà neanche una domanda su quella roba'". Come credenti abbiamo tradito tutto. Ma come è possibile che come Chiesa abbiamo avuto il coraggio di prendere tanto seriamente il sesto comandamento, e ci sono solo tre detti di Gesù sul sesto comandamento, fino ad arrivare a dire che non c'è neanche parvità di materia sul sesto comandamento? Sull'economia, dove avete i detti più duri di Gesù, dove Gesù è di una crudezza... Ma cosa ne abbiamo fatto? Ad una donna che prende la pillola io devo dire: "Tu non puoi andare a fare la Comunione". Se sono fedele al Magistero Pontificio è quello che devo dire. Un uomo che ha un miliardo in banca, mentre c'è gente che muore di fame, può andare tranquillamente alla Comunione, perché quelli sono soldi suoi. Questo non è né Vangelo, né Morale, né nulla... E' morale borghese, se volete, e basta. Dobbiamo cominciare a prendere seriamente questo benedetto Vangelo. Per quanto so io, è Chiavacci (prete professore all'Università di Firenze) l'unico moralista che ha tentato di fare questo lavoro in Italia (e forse è anche per quello che è emarginato!). Riassume l'insegnamento di Gesù e del Nuovo Testamento in chiave di economia con due comandamenti (non son consigli, non certo i consigli evangelici di noi frati, che ne abbiamo fatto uno scempio). Due comandamenti! Primo comandamento: non puoi arricchirti. Secondo comandamento: se tu hai, per qualsiasi ragione che sei venuto ad avere, hai per condividere. Provate a tradurre questo po' po' di roba nelle vostre scelte quotidiane: avete una rivoluzione tra le mani! Non ditemi che è la Chiesa, che noi non possiamo far nulla... Ma sono balle, autentiche! Il Vangelo è una rivoluzione, non c'è nulla da fare. E se la Chiesa vuole essere dura sul sesto comandamento, mi va benissimo: facciamola la profezia. Ma chi ci accusa di moralismo ha ragione, perché non facciamo la profezia su tutto. La facciamo sul sesso, ma facciamola allora anche sull'economia. C'è gente a volte che viene qui e comincia a dirmi sull'aborto: "Ma perché tu non parli?". Se volete parlare di aborto accetto tutto il discorso dell'aborto. Ma chi è dentro il 'Movimento per la Vita', per favore, la smetta di parlare solo di aborto. O se vuol parlare di aborto, ci sto, ma che parli anche dei morti di fame, che parli contro la pena capitale, perché o facciamo profezia o se no smettiamola di prenderci in giro.
Permettetemi allora di scendere al concreto. Nasce in questi giorni la Banca Etica. Non lasciatela fallire!. La Banca Etica è il primo tentativo in questo paese di coniugare, sul controllo dei soldi, Fede, Vangelo ed economia. Non è mica un'invenzione, è una Banca. Grazie all'AGESCI, alle ACLI, a varie altre organizzazioni che hanno dato qualcosa. Ma siamo ancora lontani... (dall'obbiettivo dei 2 miliardi, capitale minimo richiesto dalla legge per poter aprire una banca - N. d. R.). La Banca Etica vi permette che cosa? Il controllo dei soldi. Sapete che le banche danno i soldi per tutte le cose più assurde di questo mondo: narcotraffico, commercio d'armi, soldi rubati, tangenti, ... Di tutto! La Banca Etica offre per la prima volta la possibilità di depositare i soldi e dire: "Voglio che questi soldi vengano investiti in questo campo". E sono investiti in quel campo. E' il controllo dei soldi. Non voglio ritornare a Korogocho e sentirmi dire che la Banca Etica è fallita! Si tratta di far girare un libro sulla Banca Etica. Uscirà in questi giorni, mi hanno chiesto l'introduzione. Potete trovare anche al CEDOC un sacco di informazioni. Mi meraviglia che in una città come Fidenza non sia ancora partito il Commercio Equo e Solidale. Ma è possibile? Con un'assemblea così splendida come la vostra di questa sera, non riuscite a trovare 20 persone che si mettono insieme per far partire un negozio? Ma andate in Comune, domandate una stanza! Ho qui la mozione di un Comune come Fano. Sono molti i Consigli Comunali che hanno deciso questo tipo di roba. Ma cosa aspettate? Il Commercio Equo e Solidale è fondamentale. Ha le sue pecche, non tutto è perfetto. Ma è uno degli strumenti importanti. Se voi riusciste a raggiungere il 2%, per esempio, del caffè venduto, immediatamente i vostri supermercati a Fidenza comincerebbero ad allarmarsi: se ne accorgono subito! E' una delle vie importanti. E' uscito in questi giorni il libro: 'Guida al consumo critico', di Gesualdi. Gesualdi è un discepolo di don Milani. Gesualdi non fa mica questo come lavoro, è un uomo come tutti voi: lavora, fa l'infermiere in ospedale a Pisa. Ha fatto questo lavoro nel suo tempo libero. Qua dentro trovate tutto: prodotti per l'igiene personale, pane, cracker, snack, orzo, camomilla, marmellata, mele, salami, latticini... Cosa è che vi fa? Per ognuna di queste cose vi dà: la compagnia che la produce (i vari marchi quando andate al supermercato), come paga gli operai, se accetta i sindacati, ... Questo vi porta esattamente a che cosa? Al consumo critico. Cioè a consumare, ma a consumare criticamente, a comperare criticamente. Voi potete andare al supermercato e trovarvi un giocattolino: "Ohi, ma guarda che bello, costa così poco...". Poi scoprite qua dentro che è fatto da una compagnia che utilizza bambini di 10 anni in Thailandia, ve li fa lavorare 15 ore al giorno, ve li sottopaga. E' chiaro che costa poco. Lo comperate, fate parte della linea di sfruttamento... Questo deve portare a boicottaggi, a campagne contro certe compagnie. Provate a pensare se a Fidenza, per esempio, le parrocchie si aggregassero e dicessero: "Lanciamo una campagna sul tal prodotto, perché...". Ma pensate alla forza! Avete una forza incredibile... Una volta, sembra proprio il medioevo ormai, si diceva: "Lavoratori, unitevi!". Mamma, che roba, sembra il medioevo... Oggi bisogna dire: "Consumatori, unitevi!". Avete una potenza enorme tra le mani, ma enorme. Il gigante imperiale ha i piedi d'argilla; questa è una delle maniere per batterlo. E le compagnie hanno una paura boia. La Nestlé - c'è una piccola campagna che mandano avanti in Italia, ma fatta da 4 gatti - ha convocato tutti i capi prima di Natale. Hanno davvero paura! Uscirà a giorni, presso l'EMI, il testo degli scienziati di Wuppertal, che hanno fatto questo rapporto sotto l'egida della 'Misereor', un'organizzazione cattolica tedesca. Gli scienziati di Wuppertal chiedono al popolo tedesco che abbia il coraggio, nei prossimi 50 anni (i fatidici 50 anni...), di tagliare il proprio consumo di energia, di prodotti, del 90%... Provate a pensare: 90%! Sono scienziati a dirlo! Per esempio, i "Beati i Costruttori di Pace" hanno lanciato il progetto 'Bilanci di Giustizia' per le famiglie. Fatelo girare. Una maniera per vedere davvero come famiglia che cosa consumate, dove è che spendete, cosa potete tagliare. E' molto importante. Tocca ad ognuno di voi muovervi. Tocca alle parrocchie. Ma è concepibile, per esempio, che le parrocchie continuino ad andare avanti con queste feste pagane che sono le Prime Comunioni, le Cresime, ...? Non parliamo poi dei matrimoni: è paganesimo puro! Un giorno ero a Pisa in una chiesa e, quando ho finito di parlare, un uomo è venuto e mi ha detto: "Alex, una ragazza che conosco personalmente, l'altro giorno, s'è comperata un vestito da sposa di 18 milioni". La chiesa che fa questo tipo di matrimonio fa peccato! Ma andate a sposarvi in Comune, perché andate in chiesa a prendere in giro quel povero Cristo? E' tutta una presa in giro questa roba. Provate a pensare se le parrocchie di Fidenza avessero il coraggio di dire: "Basta!". Pensate che botta sarebbe!... Dobbiamo tutti iniziare a parlare. Pensate ai vostri Natali. Io mi son visto questo Natale... Che roba! Ma è concepibile? I miliardi che avete speso per le luminarie... "Auguri!", "Buon Natale!"... Ma non trovavo neanche un cane per strada a dirmi: "Buon Natale!". Ma diteglielo "Buon Natale!" a qualcuno, non scrivetelo spendendo miliardi! Usciamo da certe logiche! A questo livello mi permetto di appellarmi al Consiglio Comunale di Fidenza, perché costituisca la 'Casa per la Pace', un vero Centro per tutte queste iniziative, non una stanzetta come ha il CEDOC. Tantissimi Comuni si sono organizzati. Ma tocca a voi cittadini darvi da fare, muovetevi!
Sul militare dovrei farvi lunghissimi discorsi, perché avrei dovuto parlarvi della violenza. Non riesco ad entrarci. Il discorso della nonviolenza per la Chiesa, mi porterebbe lontanissimo. Solo un appello: l'importanza dell'obiezione di coscienza, soprattutto per le ragazze. Ma è possibile che l'Anno di Volontariato delle ragazze non sia ancora decollato? Dobbiamo arrivare a sentire che tutti i ragazzi e le ragazze devono avvertire lo spendere un anno della propria vita per la comunità come un obbligo? Ma questa è educazione civica! Nella Val di Cembra, in Trentino, tutti i sindaci della valle (sono 20 o 30) mandano a tutti i giovani dai 16 ai 18 anni una cartolina in cui si dice: "Carissimo ragazzo, è arrivato il tuo tempo per la Leva militare. Sappi che se vuoi hai un'alternativa alla Leva: vieni il tal giorno, ti presenti in una tal sala e ti sarà spiegato". Questo per i ragazzi e per le ragazze. E' educazione civica, il Sindaco non decide per nessuno. Tocca ai Consigli Comunali promuovere questo po' po' di roba. Avete delle possibilità enormi a questo riguardo. Dobbiamo far nascere qualcosa di radicalmente nuovo. Una coscienza nuova. Soprattutto le Chiese, che ritornino al principio fondante della nonviolenza, il cuore del Vangelo! E le Chiese non ne vogliono ancora sapere...
I mass-media, il terzo polo, non è uno scherzo. Per questa ragione vi chiedo: fate girare letteratura alternativa. Ce n'è, ce n'è tanta, anche in Italia. Ciclostilate, ma poi intervenite, parlate alle radio, scrivete ai giornali, rendetevi soggetti. E state attenti a quella televisione... Voi votate con quel telecomando. Quando la RAI o Berlusca vi chiedono 10 milioni di televisori aperti su un programma, è il momento di spegnerla. In questi giorni di Quaresima, in preparazione alla Pasqua, se potete anche questa sera, andate a casa, impacchettate il televisore e mettetelo in cantina fino a Pasqua. Forse riuscirete, marito e moglie, a parlarvi; forse i genitori riusciranno a parlare ai figli. Non c'è altra via, dobbiamo fare anche pulizia mentale! Permettetemi una parola sull'aspetto politico. Vi ho detto, e ho usato parole molto gravi, "...è l'economia che decide tutto". Viviamo un momento estremamente grave in chiave politica: non defilatevi! E non sono qui a dirvi per chi votare, per carità... Tocca a voi! Ma non defilatevi, trovate vie per esprimervi politicamente. Avete un testo bellissimo - fatelo girare - 'C'è un tempo per tacere e un tempo per parlare', dove il Cardinal Martini lancia un monito molto duro. Non sto qui adesso a leggervi tutto, ma contiene una frase molto dura: "Non è in gioco la libertà della Chiesa, in Italia è in gioco la libertà dell'uomo. Non è in gioco il futuro della Chiesa, è in gioco il futuro della democrazia. E' un momento grave per tutti noi, un momento non per tacere ma per parlare". Girando per l'Italia, in questi giorni, ho trovato alla base due realtà bellissime. Tanta gente sana (voi stasera siete espressione di questo popolo sano che tenta minimamente di ragionare). Ce n'è tanta; è minoranza, ma minoranza consistente. E tanti gruppi: gruppi, gruppuscoli, associazioni, di tutti i tipi e di tutte le razze. Nessun paese in Europa ha una tale ricchezza. Eppure tutto questo rimane sommerso. Fatelo emergere! Altrimenti qualchedun altro farà opinione al vostro posto. Ecco perché tentiamo di vedere (e, dopo l'assemblea, ne parlerei con i rappresentanti di gruppi, anche venuti da fuori) se si riesce ad arrivare ad un referente unico in chiave regionale, proprio per tentare di far uscire, di far emergere questo sommerso.
E' troppo importante questo discorso. Permettetemi di concludere con alcune brevissime riflessioni, fondamentali per tutto il discorso, per questo 'Il gigante ha i piedi d'argilla'. Non potete illudervi di resistere da soli. Questo Sistema, se tentate di resistere da soli, vi travolge tutti! Ci corrode dentro, corrode la società, i tessuti sociali, le comunità, sfalda tutto. Se volete fare resistenza, se siete non credenti costituitevi in piccoli gruppi di riflessione; se siete credenti (e questo le parrocchie dovranno lentamente impararlo) costituite Piccole Comunità di base. Comunità, non gruppi, dove c'è un rapporto interpersonale vero. Perché in questa società ormai non esiste più nulla, e le nostre famiglie stanno saltando per quello. Comunità dove vi sono rapporti veri di amicizia, di fraternità, di calore umano. Comunità dove il primato va alla Parola; ma la Parola deve portare inesorabilmente all'analisi sociale della realtà, se no non è Parola (la Parola è anche idolatrica). Tutto questo deve portarvi all'impegno. Ma se l'impegno deve portarvi a correre da una manifestazione all'altra, a fare di tutto, diventate matti! Già diventiamo matti in questo Sistema per sopravvivere, se dovessimo diventar matti a fare resistenza... E' il Sistema che vince alla fine! Ogni Piccola Comunità cristiana si specializzi in un aspetto, si impegni in un'unica cosa. Fate quello ma fatelo bene. E poi concatenatevi! Guardate l'esperienza del Nordamerica, il cuore del Golia imperiale, dove così avviene la resistenza: si uniscono, attraverso Internet o computer o quel che volete voi, e sanno quello che uno fa, si passano documenti... I credenti hanno gioito che sia caduto il marxismo all'Est. Abbiamo detto: "Finalmente sono cadute le dittature! Sapevamo, avevamo ragione noi". Il marxismo diceva e dice che l'uomo è fatto dalle strutture, dalla società. Ha sempre detto: "Cambiate le strutture e l'uomo cambia". Ci hanno provato all'Est: non è vero, non è avvenuto. I cristiani hanno sempre detto: "Cambia l'uomo e la società necessariamente cambia". Beh, non è vero. Non è vero! E ci siamo dimenticati persino di domandare perdono per questi 40 anni. I credenti sono grandemente responsabili per quello che è avvenuto in questo paese in questi 40 anni. Dobbiamo ancora chiedere perdono, il che è importante. Cito di nuovo un cattolico, se no mi dicono subito che io sono chissà chi: l'arcivescovo Hurley, di Durban, Sudafrica, uno dei grandi resistenti all'apartheid. Afferma che "nel corso di 20 secoli, l'esperienza cristiana ha cambiato uomini da così in così (Saulo in un Paolo, Francesco figlio di Bernardone, che si sognava di essere grande commerciante di Assisi, in un Francesco radicalmente differente). Eppure, anche in 20 secoli, non c'è mai stata nessuna società che sia stata trasformata dalla logica evangelica". Nessuna! Ambedue hanno fallito: il marxismo ha fallito; l'esperienza cristiana ha fallito in questo senso. Due intuizioni, due grandissime intuizioni. Ritengo che l'intuizione cristiana è fondamentale ed è fondante: i volti! Ogni uomo è un volto.
Ricordo il colloquio con Curcio, nel '91. Era allora in galera e ha chiesto di vedermi. Mi ha detto: "Alex, sai lo sbaglio che abbiamo fatto noi brigatisti? Prendere seriamente Machiavelli, il fine che giustifica i mezzi. Oggi la mia conversione sta in questo: credo che ogni uomo è fine a se stesso; io non posso usare una persona per qualche altra cosa, per quanto nobile possa essere". Allora è vero quello che dice l'esperienza cristiana: la conversione può venire solo da una persona; quindi la conversione è un appello personale. Ma una persona è parte di una struttura, necessariamente. E se io dico che mi converto, ma non mi rendo conto che devo convertire la struttura che sta attorno a me, la struttura e la società che stanno attorno a me mi riporteranno ad essere quel pagano che ero prima. Dobbiamo iniziare a coniugare questo benedetto personale con lo strutturale e con il sociale! Se non lo facciamo tradiamo tutto. E' fondamentale. Troppo della nostra esperienza, anche di Chiesa, è intimistica, è schizofrenia religiosa. L'esperienza cristiana ha una dinamica sociale, economica, politica. E' il sogno di Dio, di un mondo alternativo a quello che abbiamo tra le mani. Se questa sera ho dato l'impressione a qualsiasi persona qui presente di aver demonizzato qualsiasi realtà, chiedo perdono. Perché ritengo, ed è questa un'altra grande riflessione proveniente dalle Comunità nordamericane, che l'impero del denaro, l'economia, lo Stato, la televisione, non sono mica demoniaci in sé. Sono demoniaci perché noi li abbiamo resi demoniaci. Abbiamo bisogno dell'economia, abbiamo bisogno dei soldi, abbiamo bisogno di tante cose. Le potenze (l'economia, il denaro, ...) sono buone, ma sono decadute. Ma sono redimibili! Tocca a voi, ecco la sfida come credenti, ma anche come non credenti, che abbiamo tra le mani.
Ecco l'appello che faccio a voi: di darvi da fare per trasformare queste potenze, perché sono redimibili. E mi appello, in particolare, alle donne: donne, non vendetevi a questo Sistema! E' un Sistema maschilista, legato al militarismo, legato all'economicismo più bieco che ammazza ed uccide. Voi donne avete dentro di voi tre valori che sono: l'amore per la vita, voi generate vita; la nonviolenza; la tenerezza. Voi che siete la maggioranza del genere umano, fateli entrare, che diventino il principio portante di quell'uomo nuovo che Balducci diceva deve nascere se vogliamo che si salvi l'umanità, se no davvero andremo giù tutti per la piena. Voi donne avete un'importanza fondamentale per far nascere questo 'uomo planetario', geneticamente nuovo. Mi appello a voi perché so che voi, proprio perché generate vita, sarete capaci anche di generare un Sistema nuovo, un uomo nuovo. E' fondamentale il vostro ruolo. Sto girando per l'Italia, come un cretino se volete. Tanti mi dicono: "Ma cosa fai?". L'altro giorno ero giù in Puglia. Nevicava, son 'sbucato' così in una scuola e i ragazzi mi hanno detto: "Ma chi te lo fa fare di andare in giro come un cretino, così, per l'Italia? Ma a che pro?". Sto spendendo le mie vacanze - son queste le mie vacanze! - girando, parlando, perché i poveri mi danno la fiducia e la speranza che davvero la vita vince e deve vincere. Se sono qui è perché sono stati loro che mi hanno contagiato con una carica incredibile di speranza, che viene proprio dalla dimensione di quel Papi che è il Papi dei poveri, degli ultimi, di chi non conta. La 'lettera agli amici' conclude proprio con questa frase molto bella: "E' un sogno.... Ma noi continuiamo a sognare nella profonda convinzione che Dio è fedele, che Dio è il Dio della gente del Mukuru (la discarica), delle ragazze dell'Udada, dei giovani deviati del Kindugu, dei ragazzi di strada, dei malati di AIDS, ... E' il loro Dio! E' il Dio della vittima del Golgota: cane immondo buttato fuori le mura di Gerusalemme. E' questo il Dio che ogni domenica celebriamo nella solenne liturgia. La liturgia domenicale costituisce un punto fondamentale nel nostro esodo verso la libertà. Cantiamo le meraviglie che Dio compie a Korogocho. (...) Per questo balliamo, cantiamo... il Dio della Vita, il Dio che fa germinare il nuovo. Lentamente sta anche nascendo una nuova liturgia: la lode di un popolo oppresso in marcia verso la liberazione... E la gioia esplode, è festa di liberazione! La liturgia, infatti, non è solo memoria, ma è costitutiva della realtà, pone e crea quel mondo che sogniamo in contrapposizione al mondo reale imperiale che crea Korogocho e tutte le Korogocho di questo mondo. E' il sogno di Mosè, dei Profeti, di Gesù... Il grande sogno ritorna con forza... E' questo il sogno che ci lega a migliaia di amici attraverso il mondo, a migliaia di 'comunità di resistenza' (e ai vostri volti di questa sera)". Dice Brueggemann, un biblista che lavora con queste comunità nordamericane: "E' vocazione del profeta tenere vivo il ministero del Sogno, continuare a proporre futuri alternativi al modello che l'impero vuole imporci come l'unico possibile". Il Golia imperiale, io ne sono profondamente convinto, ha i piedi d'argilla. Per farlo crollare abbiamo bisogno di tornare al punto dal quale siamo partiti: ai volti delle vittime, alla capacità di ritornare ad indignarci! Mi permetto di concludere attraverso l'esperienza di uno dei grandi resistenti contro Hitler, con un testo che a me ha fatto molta molta impressione. E' l'esperienza di Kaj Munk, un pastore protestante che ha resistito contro Hitler ed ha aiutato i danesi alla resistenza. E' stato preso ed ucciso come un cane nel 1944. Notate quello che dice: "Qual è il compito del predicatore oggi? Dovrei rispondere Fede, Speranza, Carità. Sembra una bella risposta, ma vorrei dire piuttosto: Coraggio. Ma no, neppure questo è abbastanza provocatorio per costituire l'intera verità. Il nostro compito oggi è la Temerarietà, perché ciò di cui noi come Chiesa manchiamo non è certamente né di psicologia né di letteratura. Quello che a noi manca è una santa Collera, una santa Collera! La temerarietà che scaturisce dalla conoscenza di Dio e dell'umanità, la capacità di indignarsi quando la giustizia giace prostrata sulle strade e quando la menzogna furoreggia sulla faccia della Terra, una santa collera contro tutto ciò che nel mondo è ingiusto. La collera contro il saccheggio della Terra del Signore e la distruzione del mondo di Dio, la collera perché i bambini devono morire di fame mentre le tavole dei ricchi si piegano sotto il peso delle vivande, la collera per l'indulgenza di tanti verso la Chiesa, che non si avvede di poter vivere solo grazie alla verità e ignora che la nostra paura sarà la morte di tutti noi. Quello che ci è necessario è di perseguire senza sosta quella temerarietà che saprà lanciare la sua sfida e di cercare di cambiare la storia umana finché essa giunga a conformarsi alle norme del Regno. E ricordatevi - dice Kaj Munk, sentite com'è bello - i simboli della Chiesa cristiana sono sempre stati il leone, l'agnello, la colomba e il pesce, ma mai il camaleonte! E ricordate anche questo: la Chiesa è il popolo che Dio si è scelto, ma coloro che sono scelti saranno riconosciuti in base alle loro scelte". Grazie a tutti voi!

Chi è Padre Alex Zanotelli
CHI E' PADRE ALEX ZANOTELLI

Nato a Livo (Trento) il 26 agosto 1938, è stato ordinato sacerdote nell'Istituto dei missionari comboniani nel 1964, dopo aver completato gli studi di teologia a Cincinnati (Usa). Partito missionario per il Sudan, dopo otto anni viene allontanato dal governo a causa della sua solidarietà con il popolo Nuba e della coraggiosa testimonianza cristiana.
Assume la direzione della rivista Nigrizia nel 1978 e contribuisce a renderla sempre più un mensile di informazione, nel solco di una tradizione avviata nel 1883 e consolidatasi a partire dagli anni '50. Il suo programma di lavoro è ben chiaro fin dall'inizio:
"Essere al servizio dell'Africa, in particolare 'voce dei senza voce', per una critica radicale al sistema politico-economico del nord del mondo che crea al Sud sempre nuova miseria e distrugge i valori africani più belli, autentici e profondi".
Per quasi dieci anni, Zanotelli ha saputo prendere posizioni precise e imporsi all'opinione pubblica italiana, affrontando i temi del commercio delle armi, della cooperazione allo sviluppo affaristica e lottizzata, dell'apartheid sudafricano. Nato a Livo (Trento) il 26 agosto 1938, è stato ordinato sacerdote nell'Istituto dei missionari comboniani nel 1964, dopo aver completato gli studi di teologia a Cincinnati (Usa). Partito missionario per il Sudan, dopo otto anni viene allontanato dal governo a causa della sua solidarietà con il popolo Nuba e della coraggiosa testimonianza cristiana.
Assume la direzione della rivista Nigrizia nel 1978 e contribuisce a renderla sempre più un mensile di informazione, nel solco di una tradizione avviata nel 1883 e consolidatasi a partire dagli anni '50. Il suo programma di lavoro è ben chiaro fin dall'inizio:
"Essere al servizio dell'Africa, in particolare 'voce dei senza voce', per una critica radicale al sistema politico-economico del nord del mondo che crea al Sud sempre nuova miseria e distrugge i valori africani più belli, autentici e profondi".
Per quasi dieci anni, Zanotelli ha saputo prendere posizioni precise e imporsi all'opinione pubblica italiana, affrontando i temi del commercio delle armi, della cooperazione allo sviluppo affaristica e lottizzata, dell'apartheid sudafricano. Zanotelli sulla guerra . Un vecchio contributo
10/12/02 - E' un momento grave questo per l'umanità. Forse uno dei suoi momenti più gravi. Si tratta di vita e di morte per il pianeta, per la razza umana. Questa assurda guerra all'Iraq diventa il simbolo di una scelta radicale di fondo. Dobbiamo scegliere da che parte stiamo, se dalla parte della vita o della morte. Non si può più barare. Il 20% del mondo è ormai deciso a continuare a papparsi l'83% delle risorse del mondo. Anzi può assicurarsi con le armi di continuare a farlo. Le armi servono oggi a garantire che pochi possano continuare a papparsi quasi tutto a spese di molto morti di fame. Solo lo strapotere delle armi può permetterci questo. Infatti utilizzando l'11 settembre il complesso industriale militare americano ha forzato il governo americano ad investire 500 miliardi di dollari in armi. Bush ha già firmato giorni fa un bilancio della difesa di 378 miliardi di dollari e l'Europa dovrebbe investire 250 miliardi di dollari. E' un'altra maniera, questa, per rilanciare l'economia mondiale in recessione. Gli Usa stanno rinnovando tutto l'armamentario atomico (60 miliardi di dollari), affermano che useranno l'atomica ovunque i loro interessi militari saranno minacciati.Hanno già stanziato 70 miliardi di dollari per la costruzione dello scudo spaziale. Quarto gli Usa hanno già messo a parte 100 miliardi di dollari per la guerra contro l'Iraq (gli esperti dicono che ci costerà circa 200 miliardi di dollari). Questa è una macchina da guerra infernale per lottare contro il «terrorismo internazionale». Ma dobbiamo pur chiederci: chi sono i terroristi? Non siamo forse noi che costruiamo un folle arsenale per proteggere lo stile di vita del 20% del mondo? E' stato lo stesso ministro della difesa americana Rumsfeld a dirlo. Quando gli è stato chiesto cosa ritenesse vittoria nella nuova guerra contro il terrorismo ha risposto che per lui sarebbe vittoria se tutto il mondo accettasse che gli americani siano liberi di continuare con il loro stile di vita. E gli americani sono disposti ad usare anche l'arma atomica se i loro interessi vitali saranno minacciati. Questa è follia collettiva ! Per questo dobbiamo dire un no categorico a questa guerra. E' un momento di non ritorno. Altrimenti sarà la guerra infinita. E' una questione morale ed etica per tutti (credenti e non). Non può esistere una «guerra preventiva» (è importante l'editoriale dell'ultima Civiltà Cattolica che bolla senza mezzi termini questa guerra). Gli ingenti investimenti in armi tolgono risorse alla vita: con 13 miliardi di dollari potremmo risolvere fame e sanità per un anno e per tutto il mondo. Ma questo sistema uccide poi lo stesso pianeta il cui stato di salute è già così precario! Questa guerra sarà un'altra botta ecologica incredibile.E la guerra nucleare resta una reale possibilità in questa guerra all'Iraq (è il monito che ci viene rivolto da tanti scienziati!).Insieme a tanti pensatori (René Girard, Bailey, ecc) ritengo che stiamo attraversando la più grave crisi che l'homo sapiens abbia mai vissuto: il genio della violenza è fuggito dalla bottiglia e non esiste più nessun potere che potrà rimettervelo dentro. All'umanità rimane solo una scelta: rendere tabù la violenza e la guerra. L'umanità ha fatto una simile operazione con l'incesto che era praticato nelle antiche società. Quando l'uomo vide che l'incesto faceva male alla razza umana lo ha reso tabù. Penso che non ci resta che questo: rendere tabù la guerra e la violenza. E' questo il salto di qualità che l'umanità è chiamata a fare. E' la scelta della non violenza attiva come praticata da Gesù, Ghandi, Martin Luther King.... E' una scelta di civiltà. "Mai più guerra, mai più guerra, mai più guerra!"
Mi stanno disgustando gli eccessi retorici di questi giorni dedicati al Santo Padre; mi disturba il tono ipocrita e finto di molti commentatori TV; trovo i papaboys ,in maggioranza, vuoti intellettualmente e troppo limitati politicamente, penso che non è raggrumandosi a Roma per la morte del Papa che il mondo possa essere cambiato nel senso indicato da Gesu Cristo nel Nuovo Testamento; m'intristisce il fatto che i moniti del Papa sulla Guerra siano tutti andati a vuoto ,che l'ignoranza Cristiana delll'entroterra degli USA abbia fatto rieleggere quell'esemplare di idiota esaltato di nome J.W.Bush; è intollerabile che tutto in una Repubblica Laica come l'italia si debba fermare per fatti che riguardano solo la religione ; quando le menti bacate dell'occidentalismo criticheranno i riti e le teocrazie islamiche pensino d'ora in poi agli eccessi di questi giorni. Per quanto mi riguarda ricordo Papa Giovanni Paolo II con una piccola citazione:
"Una violenza che risponde a un’altra violenza non è mai una via per uscire dalla crisi. Imploriamo il Signore perché non prevalga la spirale dell’odio e della vendetta. Mai più guerra, mai più guerra, mai più guerra!"

Un piccolo segno che non vivo in una teocrazia: Queen a Roma 5 aprile 2005
Niente lutto, i Queen trionfano a Roma La festa rock è stata comunque aperta con un minuto di silenzio in segno di rispetto. Aperta al Palalottomatica la tournée italiana

ROMA - Inglesi, laici, iconoclasti e fedeli a uno dei loro classici («The Show Must Go On», lo spettacolo deve continuare), i Queen superstiti e redivivi hanno aperto ieri sera al Palalottomatica di Roma la loro tournée italiana che toccherà stasera Milano, il 7 Firenze e l’8 Pesaro. In netto contrasto con l’atmosfera che regnava a San Pietro e nel resto del mondo, si è svolta una festa rock in piena regola. Il capo della protezione civile Guido Bertolaso aveva cercato di convincere gli organizzatori (Claudio Trotta di Barley Arts) a sospendere il concerto per rispetto alla morte del Papa.
Ma i Queen e gli organizzatori avevano fatto orecchie da mercante. «Non spostarlo è stata una scelta di pessimo gusto - ha commentato Bertolaso -. Si facciano pure il loro concerto e spero che non ci vada nessuno». In realtà l’affluenza è stata massiccia e il successo trionfale. E gli organizzatori hanno risposto a Bertolaso con un comunicato letto prima del concerto: «Al Papa piaceva la musica e non crediamo che la musica dei Queen sia un disturbo. Tuttavia con rispetto al mondo cattolico vi chiediamo un minuto di raccoglimento». Reazione del pubblico, equamente diviso fra giovani e mezza età? «Se avessero sospeso il concerto sarebbe stato comprensibile, ma buttare un biglietto da 50 euro sembrava eccessivo».
Dopo il minuto di silenzio, il via allo show. Paul Rodgers, il sostituto di Freddie Mercury, giacca bianca e pantaloni neri con banda argentata, scatena subito il delirio su «Tie Your Mother Down». Sulla carta l’idea di una tournée dei Queen senza Mercury appariva disastrosa: come pensare agli Stones senza Jagger, agli U2 senza Bono, ai Nirvana senza Cobain. Non è possibile fare un paragone fra Mercury e il suo sostituto che però non ha deluso. Sul piano tecnico l’ex cantante dei Free e dei Bad Company ha tutte le carte in regola: presenza, voce, cultura, storia e sa suonare anche bene la chitarra come ha dimostrato in «Crazy Little Thing Called Love». Non ha la personalità eclettica della «regina» Mercury. Ma nei brani fortemente caratterizzati come «I Want to Break Free» funziona alla grande pur nel dilemma irrisolto nello show fra essere artista originale e/o sosia.

ROMA—Le dita in segno di vittoria. Un sorriso che non finisce più. Il faccione di Romano Prodi illuminato dai flash che bersagliano la finestra della sede ulivista di piazza Santi Apostoli. «Una vittoria così non mel’aspettavo proprio, è una bella, bellissima nottata... ». Alle dieci di sera, l’uomo dell’Ulivo assapora quello che ha atteso per mesi. L’Unione non ha vinto: «Ha largamente vinto come numero di voti e numero di Regioni conquistate». Prodi corre verso il quartier generale di Piero Marrazzo, il colonnello che ha portato all’esercito ulivista il successo più sudato, più inaspettato. «Le analisi politiche? Quelle le faremo domani...» farfuglia di fretta l’ex presidente Ue, abbracciando Marrazzo, mentre tutt’intorno si alzano le note della «Canzone popolare» e la gente grida «Romano, Romano» e Piero Fassino abbraccia Walter Veltroni, che a sua volta abbraccia chiunque gli passi a un metro.
Eppure il domani politico è già qui. Perché, come gorgheggia un caricatissimo Pierluigi Castagnetti, «adesso, cara Italia, ci siamo anche noi». E molte cose cambieranno. Sicuramente più nel centrodestra che nell’Unione. Prodi ne è consapevole. Lo è sin da quando, ed eravamo a metà pomeriggio, la vittoria del centrosinistra ancora non aveva assunto le proporzioni definitive. Diceva in quei momenti il Professore con profilo volutamente basso, quasi non volesse dare eccessivo credito a quelle proiezioni che spingevano sempre più su la sua coalizione: «Con questo voto, gli italiani ci chiedono di prepararci a governare. E il mio impegno è quello di rispondere a queste attese». E qualcuno subito a domandarsi: forse che il Professore sta chiedendo le dimissioni, ora e subito, del premier Berlusconi? Per carità: «No, no, nessuna richiesta — l’immediata replica dello staff prodiano —: le parole del presidente vanno lette in prospettiva: quando verrà il momento, il nostro obiettivo sarà quello di ricostruire il Paese».
Che poi nell’Unione, viste le dimensioni del capitombolo elettorale berlusconiano, qualcuno accarezzi l’idea di anticipare i tempi, cominciando magari a dare qualche scrollone verbale alla Casa delle Libertà, è cosa che inevitabilmente prende corpo. E così, quando il leader ds Piero Fassino fa il suo ingresso in piazza Santi Apostoli, annunciando che «da oggi Berlusconi non ha più con sè la maggioranza degli italiani, che hanno invece espresso una netta preferenza per il centrosinistra», nessuno si stupisce più di tanto. Colpisce, piuttosto, il resto del ragionamento fassiniano: «Credo che sia cosa saggia per un uomo politico guardare in faccia la realtà e tener conto dei risultati elettorali ». Che è un invito, e neanche tanto velato, a farsi da parte. Subito. Un po’ quello che pensa, ma preferisce non dire («Non do consigli »), Massimo D’Alema, che nel 2000 si dimise da premier per una sconfitta molto meno bruciante (8 a 7) e che adesso snocciola con voluttà il pallottoliere elettorale: «Abbiamo almeno 6-7 punti più del centrodestra». Prodi, di parole, ne regala poche. I suoi parlano di «profilo istituzionale». Più semplicemente, forse, il Professore stasera preferisce che siano altri a cantare le lodi dell’Unione, la creatura per la quale si è speso in prima persona in tutti questi mesi. E così ecco Parisi ricordare che «anche in Lombardia, dove abbiamo perso, si è registrata una rimonta incredibile, eravamo a meno 30 punti dal Polo e ora siamo a meno 11: vuol dire che per le Politiche ce la giocheremo». E Castagnetti: «E poi, da quando esistono i due Poli, è la prima volta che il centrosinistra prende un numero di voti superiore agli avversari... ». Prodi guarda e tace. La faccia di chi ha pescato l’asso di briscola.

Elezioni Amministrative 2005. Polo del Berlu stramazza a terra

L'ITALIA azzurra non c'è più. Quella "Fantasyland" felice e spensierata del 2001, dove un "partito personale" dominava in 81 province su 100, s'è dissolta. Quell'appendice virtuale di Milano2, riprodotta su scala nazionale dalla Casa delle Libertà, esiste ormai solo nella mente del suo "inventore". Berlusconi ha perso anche queste elezioni regionali.
Si partiva da 8 a 6 per il centrodestra. Dopo questa chiamata alle urne per 41 milioni d'italiani, secondo le proiezioni provvisorie della notte, finirà 11 a 2 per il centrosinistra. Si frantuma la geografia politica immaginata dal premier. Prodi consolida la sua leadership, la lista unitaria prende corpo, i Ds diventano il primo partito in molte aree del Paese.
L'opposizione strappa agli avversari il Piemonte al Nord, il Lazio al Centro e la Puglia al Sud. È molto più che una sconfitta. È una disfatta. Nel Polo, che resta maggioranza in Parlamento ma non nel Paese, finisce la "dittatura del premier". Quello che comincia non si sa ancora. Sicuramente un "tutti contro tutti", se non addirittura un "rompete le righe".
Le elezioni regionali sono un test locale per definizione. Ma qui c'è qualcosa di più. Dopo il trionfo del 2001, il Polo ha perso le amministrative del 2002, le provinciali del 2003, le europee e le comunali del 2004, le suppletive del 2005, e ora anche le regionali. In questa sequenza non c'è solo un "segnale", estemporaneo e congiunturale.
C'è forse, soprattutto, un travaso di voti nel bacino (finora a compartimenti stagni) della rappresentanza bipolare. Lo dimostra l'affluenza alle urne, molto alta considerata anche la traumatica coincidenza del voto con la scomparsa di Giovanni Paolo II. E se è vero (come insegnano i sondaggisti) che non esiste un astensionismo di sinistra, ma solo una forte quota di elettori incerti o lontani dalla politica, questo vuol dire che tanta parte di questo elettorato "di mezzo", che in passato ha votato per il Polo, stavolta ha votato per l'Unione.
Il tracollo del centrodestra è grave. Riapre al suo interno una verifica che in realtà non si era mai chiusa. Ne compromette in modo strutturale la già precaria stabilità. Per almeno quattro ragioni fondamentali.
1) La caduta del Piemonte sancisce il fallimento di un progetto strategico. Il blocco sociale più dinamico, quello della borghesia produttiva, dei professionisti e dei "padroncini", aveva affidato le chiavi d'Italia al "suo imprenditore", convinto che gli avrebbe aperto le porte dell'Eldorado economico. La vittoria della Bresso segna la fine di quel sogno.
L'opposizione, conquistando la regione della Fiat e della media impresa, infila un cuneo decisivo nel "fronte del Nord", che Berlusconi aveva blindato insieme a Bossi. Per il Cavaliere e il Senatur sarà difficile governare un Paese complesso come l'Italia dalla "ridotta padana" del lombardo-veneto. Questo voto indebolisce anche quell'"asse del Nord", intorno al quale Berlusconi ha costruito i suoi successi e la sua provvista di seggi sicuri. Quasi sempre a spese degli altri due alleati, An e Udc, sempre poco visibili, sempre troppo acquiescenti.
2) La beffa del Lazio è ancora più cocente. E gravida di conseguenze. Qui entra in rotta il modello sociale rappresentato dall'anima più popolare e populista di An. L'autodafè di Storace è clamorosa. Probabilmente non basta a spiegarla il verminaio sudamericano esploso con la Mussolini: se anche si fosse raggiunto un accordo elettorale con la nipote del duce, la somma dei voti delle rispettive liste non sarebbe bastata a superare Marrazzo.
In ogni caso, "Epurator" ha costruito la sua immagine sull'alterità: da Berlusconi, ma anche da Fini. Ha sempre contestato al suo leader la colpa di aver trasformato An in una "corrente" sbiadita di Forza Italia. Su questa posizione, ha dietro di sé una bella fetta di partito.
È verosimile che ora chieda il conto al vicepremier, riversando su di lui la responsabilità di un'onta che non riguarda una persona, ma un partito e il suo posizionamento politico dentro la coalizione. Ed è altrettanto verosimile che Fini, privo di un suo vero delfino e assorbito com'è dalla Farnesina, abbia adesso una seria difficoltà a controllare An, fiaccata da un gregariato estenuante e lacerata com'è dalle correnti interne.
3) Il probabile successo di Vendola in Puglia è una pugnalata al cuore di un sedicente "moderatismo" che, evidentemente, Forza Italia e i centristi dell'Udc (i due partiti più forti al Sud) si sono illusi di rappresentare quasi "a prescindere". Dovrebbe aver vinto un rifondatore comunista e gay discreto ma dichiarato, che va a prendersi una delle regioni più "conservatrici" della Penisola.
Al di là dei problemi che questa eventuale vittoria creerà nel centrosinistra sul piano dei rapporti di forza con Bertinotti, qui c'è l'indizio della crisi profonda di un falso modello di sviluppo, che il Cavaliere ha creduto di spacciare a colpi di grandi opere scritte sulla lavagna invece che realizzate sul territorio. Fitto è stato da sempre una pupilla dei suoi occhi, aperta sul prezioso serbatoio di voti del Mezzogiorno. Ora quella pupilla si chiude, e quel serbatoio si prosciuga. A Sud, per il Polo, resta solo la Sicilia.
4) Al fondo di tutto, c'è una nuova e inedita interpretazione del cosiddetto "fattore B". Così come quella di quattro anni fa fu in larga misura una vittoria personale, questa del 2005 è per ragioni uguali e contrarie una debacle personale. Perde la maggioranza, ma perde soprattutto lui, Berlusconi, che ha fondato le sue fortune politico-imprenditoriali sul mito dell'invincibilità. Il Cavaliere viene investito da un'onda lunga e crescente di malcontento popolare. La sanzione inevitabile dopo una fase stupefacente e ininterrotta di malgoverno politico.
Berlusconi perde sulla politica. Paga tutti gli errori commessi in questa avventurosa legislatura. Non lo premia una rovinosa riforma costituzionale, approvata prima di Pasqua solo per onorare un patto con la Lega, ma vissuta dagli italiani come una mannaia che si abbatte sull'unità del Paese. Non lo premia la grancassa degli sconti fiscali, suonata ossessivamente per un anno, e poi maledetta dai contribuenti che si sono ritrovati una manciata di spiccioli nella busta paga di gennaio.
Il Cavaliere ha cercato più volte di sminuire la portata generale di queste elezioni. Ma negli ultimi dieci giorni si è presentato ben due volte nel salotto tv di Vespa, "terza Camera" un po' corriva di questa sguaiata Seconda Repubblica. Ha occupato per una mattinata intera i microfoni di Radio anch'io. E se il mondo non si fosse fermato per la morte del Papa, avrebbe concluso tra bandiere e paillettes la campagna elettorale di Storace. Non proprio la condotta di chi vuole restare "fuori dalla mischia". Semmai la percezione, drammaticamente tardiva, di un consenso che gli stava e gli sta gradualmente sfuggendo di mano.
Berlusconi perde anche sui numeri. Dopo il 2001 avevamo creduto alla metamorfosi di Forza Italia, trasformata in un vero partito di massa. Ci eravamo sbagliati. Il crollo dei consensi che si registra dai primi dati sui voti di lista dimostra che quello del premier è rimasto ciò che era: un partito di plastica. Per questo, ora, anche tra gli azzurri si profila qualche notte dei lunghi coltelli, che non potrà non avere ripercussioni sul governo.
Il Cavaliere aveva affermato che alla fine avrebbe contato non il numero di regioni che cambiavano segno, ma il numero di elettori che avrebbero votato per i due schieramenti. Il premier incassa una batosta anche su questo. Nelle regionali del 2000 il Polo ottenne 14 milioni 170 mila voti, contro i 12 milioni 453 mila del centrosinistra. Cinque anni dopo la maggioranza perde oltre 2 milioni di voti, che passano quasi interamente all'opposizione. La Cdl precipita dal 50,8% a poco più del 44%. L'Unione decolla dal 44,6% a oltre il 52%.
Dopo questo sisma elettorale, si entra in una "terra incognita". Un anno di livorosa resa dei conti a destra. Fini e Follini dovranno dimostrare, se ne hanno la forza e la voglia, che "un altro centrodestra è possibile". Ma sarà difficile che ci riescano. Il Cavaliere è un animale ferito, e ora anche braccato. Azzarderà colpi di coda pericolosi e imprevedibili.
Ci aspettano dodici mesi di campagna elettorale permanente. Tra due settimane i ballottaggi, poi il referendum sulla fecondazione, poi le politiche nella prossima primavera. Ma queste regionali confermano che il Grande Seduttore non incanta più. Chiedere che si dimetta, compiendo lo stesso gesto di "disarmo unilaterale" che compì D'Alema nel 2000, non sarebbe sbagliato. Sarebbe inutile. Non lo farà mai. È geneticamente inadatto ad assumere quel minimo senso di responsabilità che si addice a qualunque uomo di Stato.
In quasi quattro anni ha rinunciato a tradurre in un vero progetto politico una folgorante intuizione personale. Continuerà a governare l'Italia usando la vecchia legge di Truman: se non li puoi convincere, confondili. Ma dopo queste regionali, forse, gli italiani hanno scoperto il trucco.

L'ITALIA azzurra non c'è più. Quella "Fantasyland" felice e spensierata del 2001, dove un "partito personale" dominava in 81 province su 100, s'è dissolta. Quell'appendice virtuale di Milano2, riprodotta su scala nazionale dalla Casa delle Libertà, esiste ormai solo nella mente del suo "inventore". Berlusconi ha perso anche queste elezioni regionali.
Si partiva da 8 a 6 per il centrodestra. Dopo questa chiamata alle urne per 41 milioni d'italiani, secondo le proiezioni provvisorie della notte, finirà 11 a 2 per il centrosinistra. Si frantuma la geografia politica immaginata dal premier. Prodi consolida la sua leadership, la lista unitaria prende corpo, i Ds diventano il primo partito in molte aree del Paese.
L'opposizione strappa agli avversari il Piemonte al Nord, il Lazio al Centro e la Puglia al Sud. È molto più che una sconfitta. È una disfatta. Nel Polo, che resta maggioranza in Parlamento ma non nel Paese, finisce la "dittatura del premier". Quello che comincia non si sa ancora. Sicuramente un "tutti contro tutti", se non addirittura un "rompete le righe".
Le elezioni regionali sono un test locale per definizione. Ma qui c'è qualcosa di più. Dopo il trionfo del 2001, il Polo ha perso le amministrative del 2002, le provinciali del 2003, le europee e le comunali del 2004, le suppletive del 2005, e ora anche le regionali. In questa sequenza non c'è solo un "segnale", estemporaneo e congiunturale.
C'è forse, soprattutto, un travaso di voti nel bacino (finora a compartimenti stagni) della rappresentanza bipolare. Lo dimostra l'affluenza alle urne, molto alta considerata anche la traumatica coincidenza del voto con la scomparsa di Giovanni Paolo II. E se è vero (come insegnano i sondaggisti) che non esiste un astensionismo di sinistra, ma solo una forte quota di elettori incerti o lontani dalla politica, questo vuol dire che tanta parte di questo elettorato "di mezzo", che in passato ha votato per il Polo, stavolta ha votato per l'Unione.
Il tracollo del centrodestra è grave. Riapre al suo interno una verifica che in realtà non si era mai chiusa. Ne compromette in modo strutturale la già precaria stabilità. Per almeno quattro ragioni fondamentali.
1) La caduta del Piemonte sancisce il fallimento di un progetto strategico. Il blocco sociale più dinamico, quello della borghesia produttiva, dei professionisti e dei "padroncini", aveva affidato le chiavi d'Italia al "suo imprenditore", convinto che gli avrebbe aperto le porte dell'Eldorado economico. La vittoria della Bresso segna la fine di quel sogno.

Police in Ohio say they still have no idea why a gunman shot and killed rock guitarist Darrell Abbott and three others at a concert on Wednesday.
Spokesman Sgt Brent Mull said they did not know Nathan Gale's motive and probably never would.
Gale, 25, climbed onstage during the concert by metal band Damageplan and fired more than a dozen shots before being shot dead by police.
Police said two people wounded in the shooting were still in hospital.
Damageplan, formed from Grammy-nominated group Pantera, had just begun their set at the Alrosa Villa club in Columbus when the violence broke out.
Sgt Mull said some witnesses reported hearing Gale accuse Abbott of being responsible for splitting up Pantera.
However, he said the loud music made it impossible to be sure what the attacker had said.
Sgt Mull said an officer arrived shortly after the shooting began.
"If the officer wasn't as close as he was, I think this would have been a lot worse," he said. "It was a chaotic scene, just a horrific scene."
Two of the other dead were named as Erin Bray and Nathan Halk by the Columbus police department.
Damageplan were formed in 2003 by guitarist "Dimebag" Darrell Abbott and drummer brother Vinnie Paul after their former band, Pantera, split up.
Pantera were one of the most popular metal bands of the early 1990s, topping the US album charts and getting a Grammy nomination for 1994 release Far Beyond Driven.
The pair were joined in the new band by singer Pat Lachman and bassist Bob "Zilla" Kakaha.

Il vice presidente di Mediaset Pier Silvio Berlusconi forse non è così folle come i vertici della Rai avevano provato a dimostrare quando il figlio del Presidente del Consiglio annunciò l’acquisto dei diritti delle principali squadre di serie “A” per il digitale terrestre. “Un investimento a perdere” lo definirono a Viale Mazzini, giustificando così il disimpegno della Rai dalle nuove tecnologie in campo sportivo.
Invece oggi leggiamo trionfali dichiarazioni di Pier Silvio Berlusconi che parla, dopo neppure quattro mesi, di bilancio più che positivo, ipotizzando il break even (cioè il pareggio dei conti) già da quest’anno con 1milione e 600mila card vendute. Altro che investimento a perdere: La Rai voleva solo lasciare campo libero alle tv del Presidente del Consiglio che peraltro annunciano nuovi investimenti nei diritti sportivi per il digitale terrestre.
La Rai invece è ferma, paralizzata, e lascia campo libero ai concorrenti, rinunciando, dopo averla detenuta per due edizioni, anche alla prossima Coppa America di vela. Quali sono i progetti della Rai nello sport? Che futuro si prevede in questo settore vitale e strategico per la Tv di Stato?

Un lungo, straniante comizio fino all’ 1 e 12 della notte, intervallato da due brevissime edizioni straordinarie del TgUno e lungamente corredato da scritte in sovrimpressione , “la trasmissione è stata registrata alle 18”, che suonavano come le classiche scuse non richieste. Lo show elettorale di Silvio Berlusconi da Bruno Vespa è andato regolarmente in onda ieri sera su Raiuno, a partire dalle 23 circa, nonostante che da ormai tre ore in tutto il mondo circolassero notizie, confermate ufficialmente verso le 22, di un improvviso aggravarsi delle condizioni di salute del Papa. E nonostante che le principali reti televisive del pianeta fossero ormai tutte insieme con le programmazioni stravolte per dedicare spazio agli speciali con i collegamenti da piazza San Pietro. Bruno Vespa ha perciò scritto una pagina pessima e penosa non solo della sua carriera, ma della storia della prima rete del servizio pubblico radiotelevisivo italiano.
Ma ciò che è parso subito ancora più grave è stato il protervo tentativo dei vertici Rai di non voler disturbare in alcun modo l’annunciato ultimo spottone elettorale del Presidente del Consiglio, facendo prima minimizzare al TgUno la notizia, e poi scegliendo di farla ignorare addirittura a Raidue: l’ennesima faziosissima puntata contro la sinistra “violenta e correa con i terroristi” allestita da “Punto a capo” è andata in onda integralmente senza nemmeno fare cenno dell’aggravarsi delle condizioni del Papa. Addirittura, Masotti, nonostante fosse predisposto un collegamento da San Pietro, ha deciso d’accordo col direttore di Raidue Massimo Ferrario, sentiti i vertici aziendali, di ignorare completamente la notizia, di non dare la linea all’inviato pronto davanti al Vaticano e di far procedere regolarmente sul tema della patente a punti (!) la seconda parte del programma, condotta da Daniela Vergara.
Tornando al “one man show” berlusconiano officiato da Vespa, solo alle 23 e 34, quando ormai le proteste dei telespettatori piovevano sui centralini Rai, a “Porta a porta” hanno sentito il dovere di mettere la scritta che segnalava che si trattava di una trasmissione registrata molte ore prima. Per dare la linea a un’edizione speciale del TgUno, Vespa ha atteso che si esaurisse la prima mezza ora di soliloquio propagandistico berlusconiano, la parte cioè più accesa, con le accuse senza mezzi termini alla sinistra di essere profondamente antidemocratica, di utilizzare i giudici per mettere fuori gioco gli avversari, di volere cancellare le leggi sulle tasse ereditarie, sulle donazioni e addirittura sulla proprietà privata. Con opportuni assist di Vespa, e una prima scheda “redazionale” che poteva uscire fresca fresca anche da un ufficio stampa di Forza Italia, Berlusconi ha avuto modo di replicare per oltre trenta minuti anche alle varie dichiarazioni di giornata di Prodi, prima che appunto gli spettatori rischiassero di essere “distratti” dalle notizie del primo dei due specialini TgUno che hanno interrotto “Porta a porta”, alle 23 e 12 e alle 00 e 13. Verso le 23 e 30, accendendo la tv pubblica italiana, ci si poteva almeno imbattere in Primo piano del Tg3 opportunamente riconvertito sulla notizia del momento, mentre su Raidue dopo “Punto e a capo” sfilava “Music farm”: solo verso le 24 ha preso la linea il TgDue con uno speciale condotto dal direttore Mazza in persona! E mentre le tv più autorevoli del mondo, dalla Cnn a Raitre appunto, leggevano pressoché in diretta la dichiarazione dei medici via agenzia (il Papa sta male, sta molto male), Vespa su Raiuno porgeva il destro con una seconda bella scheda-manifesto a Berlusconi per promettere i soliti tagli fiscali, dettagliando i risparmi e le riforme necessari per realizzarli, tra cui una più volte citata “digitalizzazione della pubblica amministrazione”. Ora, anche concedendo tutto il rispetto possibile per il presidente del Consiglio e per la sua buona volontà di migliorare le dotazioni informatiche delle amministrazioni dello Stato, è impensabile che ciò sia più importante della notizia dell’estrema unzione e della probabile agonia di un protagonista della storia contemporanea come Karol Wojtyla.
Per ben due volte, con Vespa silente e consenziente come non mai, all’inizio e verso la fine del programma, Berlusconi ha potuto battere sul tasto del comunismo che ancora schiavizza nel mondo 1 miliardo e 300 milioni di persone e sul rischio che anche noi italiani perdiamo la libertà, in caso di vittoria del centrosinistra. La terza scheda publi-redazionale di “Porta a porta” per Berlusconi era finalizzata a ribaltare l’immagine del fallimento dell’iniziativa di arruolare per Forza Italia anche gruppi di giovani volontari, con l’ex capo della Croce Rossa Scelli come punto di riferimento. E infine, per chiudere in bellezza, Berlusconi ha potuto recitare il solito copione di Berlusconi vittima degli insulti della sinistra e imprenditore di successo prestato alla politica contro i politici di sinistra che fanno solo i politici di mestiere e sono pessimi amministratori. Ma il meglio dell’assurdo, se così si può dire, sono state le parti del programma in cui Berlusconi, supportato validamente dalle domande di Vespa, ha recitato la parte dell’editore liberale e imparziale e del politico a cui sono consentite “meno presenze televisive che alla sinistra” (testuale), per non parlare delle vere e proprie campagne di denigrazione della stampa.
A proposito di denigrazione è impossibile tacere i nuovi episodi di disinformazione della puntata di ieri di “Punto e a capo”. Masotti ha allestito un’intera ora di trasmissione sul teorema della sinistra violenta che influenza con un clima di scontro le elezioni (non rinunciando anche a pestare duro contro Alessandra Mussolini che ha tentato invano di protestare in diretta). L’intera puntata, tra servizi sui centri sociali più schierati e ripescaggi squallidamente elettorali di vittime degli anni di piombo come il povero Sergio Ramelli di Milano, portava dritto dritto a un’intervista in cui un magistrato ripescava vecchie accuse già archiviate nel 2000 contro il governo e un ministro rei di aver di fatto voluto lasciar scappare i brigatisti che poi ammazzarono il professor Biagi e un agente di polizia. Per ben due volte è stato il conduttore in persona a sottolineare: “ anche se mi diranno che sono fazioso, vorrei ricordare che il governo e il ministro in questione erano di centrosinistra”. Lo squallido spettacolo che abbiamo visto ieri sera con i due principali canali Rai occupati “militarmente” dalla propaganda di centrodestra, senza alcun riguardo nemmeno per il momento così delicato e per una figura così carismatica come Papa Wojtyla, segna davvero un punto di non ritorno. Una pagina triste, firmata non solo dai vari Masotti di complemento, ma da sedicenti campioni del giornalismo televisivo come Bruno Vespa e dal presidente del consiglio in prima persona.

Un lungo, straniante comizio fino all’ 1 e 12 della notte, intervallato da due brevissime edizioni straordinarie del TgUno e lungamente corredato da scritte in sovrimpressione , “la trasmissione è stata registrata alle 18”, che suonavano come le classiche scuse non richieste. Lo show elettorale di Silvio Berlusconi da Bruno Vespa è andato regolarmente in onda ieri sera su Raiuno, a partire dalle 23 circa, nonostante che da ormai tre ore in tutto il mondo circolassero notizie, confermate ufficialmente verso le 22, di un improvviso aggravarsi delle condizioni di salute del Papa. E nonostante che le principali reti televisive del pianeta fossero ormai tutte insieme con le programmazioni stravolte per dedicare spazio agli speciali con i collegamenti da piazza San Pietro. Bruno Vespa ha perciò scritto una pagina pessima e penosa non solo della sua carriera, ma della storia della prima rete del servizio pubblico radiotelevisivo italiano.
Ma ciò che è parso subito ancora più grave è stato il protervo tentativo dei vertici Rai di non voler disturbare in alcun modo l’annunciato ultimo spottone elettorale del Presidente del Consiglio, facendo prima minimizzare al TgUno la notizia, e poi scegliendo di farla ignorare addirittura a Raidue: l’ennesima faziosissima puntata contro la sinistra “violenta e correa con i terroristi” allestita da “Punto a capo” è andata in onda integralmente senza nemmeno fare cenno dell’aggravarsi delle condizioni del Papa. Addirittura, Masotti, nonostante fosse predisposto un collegamento da San Pietro, ha deciso d’accordo col direttore di Raidue Massimo Ferrario, sentiti i vertici aziendali, di ignorare completamente la notizia, di non dare la linea all’inviato pronto davanti al Vaticano e di far procedere regolarmente sul tema della patente a punti (!) la seconda parte del programma, condotta da Daniela Vergara.
Tornando al “one man show” berlusconiano officiato da Vespa, solo alle 23 e 34, quando ormai le proteste dei telespettatori piovevano sui centralini Rai, a “Porta a porta” hanno sentito il dovere di mettere la scritta che segnalava che si trattava di una trasmissione registrata molte ore prima. Per dare la linea a un’edizione speciale del TgUno, Vespa ha atteso che si esaurisse la prima mezza ora di soliloquio propagandistico berlusconiano, la parte cioè più accesa, con le accuse senza mezzi termini alla sinistra di essere profondamente antidemocratica, di utilizzare i giudici per mettere fuori gioco gli avversari, di volere cancellare le leggi sulle tasse ereditarie, sulle donazioni e addirittura sulla proprietà privata. Il Comitato di redazione del Tg3 contesta la scelta dei vertici della Rai che hanno preferito mandare in onda su Rai1 l'intervista di Vespa al premier piuttosto che una diretta sul Tg3 che parlasse delle condizioni del Papa: ''Mentre tutte le tv del mondo stavano aprendo ieri sera i loro notiziari con le informazioni provenienti dal Vaticano - scrive la rappresentanza sindacale - il Tg3 ha dovuto chiudere per mandare in onda su Rai1 la trasmissione registrata di Vespa con Berlusconi. E' una vergogna per la Rai e per la nostra professione di giornalisti. Dissentiamo profondamente da quanto avvenuto e chiediamo conto delle responsabilità del vertice aziendale''.
Un lungo comunicato di protesta del Cdr, riassume ciò che è successo ieri sera: "Il Tg3 stava andando in onda con Primo Piano, raccontando quanto stava avvenendo, quando i vertici aziendali hanno chiamato ildirettore del Tg3 Di Bella per chiedergli di togliere la scritta che stava andando in sovrimpressione: Il Papa è grave. Gli stessi vertici hanno imposto di chiudere la diretta per lasciare il posto a un programma di rete, pergiunta in replica''.
La replica dell'azienda non è tardata: "Sono prive di fondamento le illazioni fatte dal Comitato di Redazione del Tg3 che, con scarsa sensibilità per il particolare momento, tenta di sollevare una polemica su quella che è una prassi abituale in certe particolari occasioni, adottata per garantire nel breve un'informazione straordinaria su tutte e tre le reti. Si tratta - prosegue la Rai - di una sorta di staffetta tra i tre Tg resa necessaria, nell'immediatezza dell'evento, dall'impossibilità di garantire a tutti i necessari collegamenti e l'utilizzo delle linee di trasmissione. Si deve anche ricordare che la rubrica Primo piano è durata quasi un'ora, cioè ben oltre la sua durata fissata in 20 minuti, e che successivamente il TG3 ha trasmesso due edizioni straordinarie".
Il comunicato diffuso dal Cdr del Tg3 ha delle forti affinità ad un identico documento di protesta redatto dai rappresentanti sindacali del concorrente Tg5, anche loro indispettiti dal comportamento dell'azienda che ieri sera ha tardato ad avviare un'edizione straordinaria sul Papa: "Il Cdr del Tg5 rende noto che ieri sera, alla notizia dell'aggravarsi delle condizioni del Papa, mentre le principali reti televisive di tutto il mondo interrompevano i programmi per dare notizie tempestive sull'evolversi della situazione, Canale 5, nonostante ripetute e vivaci pressioni non ha ritenuto opportuno sospendere la programmazione della serata. Alla fine, solo dopo reiterate insistenze, Canale 5 ha messo in onda per pochi minuti, solo una scritta sul video che, in modo sommario, annunciava l'aggravarsi delle condizioni di salute del Papa. Il Cdr del Tg5 manifesta alla direzione di Canale 5 il proprio disappunto per quanto è avvenuto e ribadisce che una grande azienda editoriale non può mai sottrarsi al dovere di informare in modo puntuale e completo i telespettatori".
Il capogruppo dei Verdi al Senato Stefano Boco, membro della Commissione di Vigilanza Rai, ha annunciato che, insieme a colleghi dei Ds, chiederà aggiornamenti alla Commissione parlamentare. Ma è vcoluto andare oltre e commentando i comunicati dei Cdr del Tg3 e de Tg5, ha detto: "Le coincidenze con la vicenda denunciata dal Cdr del Tg5 non sono certo casuali: Berlusconi ha voluto occupare la scena nonostante la condizione del pontefice".

In 2004 the atrocity of US troops abusing Iraqi POWs exposed the dark side of human rights performance of the United States. The scandal shocked the humanity and was condemned by the international community. It is quite ironic that on Feb. 28 of this year, the State Department of the United States once again posed as the "the world human rights police" and released its Country Reports on Human Rights Practices for 2004. As in previous
years, the reports pointed fingers at human rights situation in more than 190 countries and regions (including China) but kept silent on the US misdeeds in this field. Therefore, the world people have to probe the human rights record behind the Statue of Liberty in the United States.
I. On Life, Liberty and Security of Person
American society is characterized with rampant violent crimes, severe infringement of people's rights by law enforcement departments and lack of guarantee for people's rights to life, liberty and security of person.
Violent crimes pose a serious threat to people's lives. According to a report released by the Department of Justice of the United States on Nov. 29, 2004, in 2003 residents aged 12 and above in the United States experienced about 24 million victimizations, and there occurred 1,381,259 murders, robberies and other violent crimes, averaging 475 cases per 100,000 people. Among them there were 16,503 homicides, up 1.7 percent over 2002, or nearly six cases in every 100,000 residents, and one of every 44 Americans aged above 12 was victimized.
The Associated Press reported on June 24, 2004 that the number of violent crimes in many US cities were on the rise. In 2003 Chicago alone recorded 598 homicides, 80 percent of which involved the use of guns. The Washington D.C. reported 41,738 murders, robberies and other violent crimes in 2003, averaging 6,406.4 cases per 100,000 residents. In 2004 the District recorded 198 killings, or a homicide rate of 35 per 100,000 residents. Detroit,which has less than 1 million residents, recorded 18,724 criminal cases in 2003, including 366 murders and 814 rapes, which amounted to a homicide rate of 41 per 100,000 residents.
In 2003 the homicide rate in Baltimore was 43 per 100,000 residents. The Baltimore Sun reported on Dec. 17, 2004 that the city reported 271 killings from January to early December in 2004.
It was reported that on Sept. 8, 2004 that by Sept. 4, 2004 there had been 368 homicides in the city, up 4.2 percent year-on-year. The USA Today reported on July 16, 2004 that in an average week in the US workplace one employee is killed and at least 25 are seriously injured in violent assaults by current or former co-workers. The Cincinnati Post reported on Nov. 12, 2004 that homicides average 17 a week and there are nearly 5,500 violent
assaults a day at US job sites.
The United States has the biggest number of gun owners and gun violence has affected lots of innocent lives. According to a survey released by the University of Chicago in 2001, 41.7 percent
of men and 28.5 percent of women in the United States report having a gun in their homes, and 29.2 percent of men and 10.2 percent of women personally own a gun. The Los Angeles Times reported on Jul. 19, 2004 that since 2000 the number of firearm holders rose 28 percent in California.
About 31,000 Americans are killed and 75,000 wounded by firearms each year, which means more than 80 people are shot dead each day. In 2002 there were 30,242 firearm killings in the United States; 54 percent of all suicides and 67 percent of all homicides were related to the use of firearms. The Associated Press reported that 808 people were shot dead in the first half of 2004 in Detroit.
Police violence and infringement of human rights by law enforcement agencies also constitute a serious problem. At present, 5,000 law enforcement agencies in the United States use TASER - a kind of electric shock gun, which sends out 50,000 volts of impulse voltage after hitting the target. Since 1999, more than 80 people died from TASER shootings, 60 percent of which occurred between November 2003 and November 2004.
A survey found that in the 17 years from 1985 to 2002, Los Angeles recorded more than 100 times increase in police shooting at automobile drivers, killing at least 25 and injuring more than 30 of them. Of these cases, 90 percent were due to misjudgment. (The Los Angeles Times, Feb. 29, 2004.)
On Jul. 21, 2004 Chinese citizen Zhao Yan was handcuffed and severely beaten while she was in the United States on a normal business trip. She suffered injuries in many parts of her body and serious mental harm.
The New York Times reported on Apr. 19, 2004 a comprehensive study of 328 criminal cases over the last 15 years in which the convicted person was exonerated suggests that there are thousands of innocent people in prison today. The study identified 199 murder exoneration, 73 of them in capital cases. In more than half of the cases, the defendants had been in prison for more than 10 years.
The United States characterizes itself as "a paradise for free people," but the ratio of its citizens deprived of freedom has remained among the highest in the world. Statistics released by the Federal Bureau of Investigation last November showed that the nation made an estimated 13.6 million arrests in 2003. The national arrest rate was 4,695.1 arrests per 100,000 people, 0.2 percent up than that of the previous year (USA Today, Nov. 8, 2004).
According to statistics from the Department of Justice, the number of inmates in the United States jumped from 320,000 in 1980 to 2 million in 2000, a hike by six times. From 1995 to 2003, the number of inmates grew at an annual rate of 3.5 percent in the country, where one out of every 142 people is behind bars. The number of convicted offenders may total more than 6 million if parolees and probationers are also counted. The Chicago Tribune reported on Nov. 8 last year that the federal and state prison population amounted to 1.47 million last year, 2.1 percent more than in 2003. The number of criminals rose by over 5 percent in 11 states, with the growth in North Dakota up by 11.4 percent and in Minnesota by 10.3 percent.
Most prisons in the United States are overcrowded, but still cannot meet the demand. The country has spent an average of 7 billion US dollars a year building new jails and prisons in the past 10 years. California has seen only one college but 21 new prisons built since 1984.
Jails have become one of the huge and most lucrative industries, with a combined staff of more than 530,000 and being the second largest employer in the United States only after the General Motors. Private prisons are more and more common. The country now has over 100 private prisons in 27 states and 18 private prison companies. The value of goods and services created by inmates surged from 400 million US dollars in 1980 to 1.1 billion US dollars in 1994. Abuse of prisoners and violence occur frequently in US jails and prisons, which are under disorderly management. The Los Angeles Times reported on Aug. 15 last year that over 40 state prison systems were once under some form of court order, for brutality, crowding, poor food and lack of medical care.
The NewsWeek of the United States also reported last May that in Pennsylvania, Arizona and some other states, inmates are routinely stripped in front of others before being moved to a new prison or a new unit within their prison. Male inmates are often made to wear women's pink underwear as a form of humiliation. New inmates are frequently beaten and cursed at and sometimes made to crawl.
At a jail in New York City, some guards bump prisoners against the walls, pinch their arms and wrists, and force them to receive insulting checks nakedly. Some male inmates are sometimes compelled to stand in the nude before a group of women guards. Some female inmates go in shackles to hospital for treatment and nursing after they get ill or pregnant, some give births without a midwife, and some are locked to sickbeds with fetters after Caesarean operation.
Over 80,000 women prisoners in the United States are mothers, and the overall number of the minor children of the American women prisoners is estimated at some 200,000. The country had more than 3,000 pregnant women in jails from 2000 to 2003 and 3,000 babies were born to the prisoners during this period (see Mexico's Milenio on Feb. 21, 2004). It is estimated that at least more than 40,000 prisoners are locked up in the so-called "super jails", where the prisoner is confined to a very tiny cell, cannot see other people throughout the year, and has only one hour out for exercise every day.
Sexual harassment and encroachment are common in jails in the Unite States. The New York Times reported last October that at least 13 percent of inmates in the country are sexually assaulted in prison (Ex-Inmate's Suit Offers View Into Sexual Slavery in Prisons, The New York Times, Oct. 12, 2004). In jails of seven central and western US states, 21 percent of the inmates suffer sexual abuse at least once after being put in prison. The ratio is higher among women inmates, with nearly one fourth of them sexually assaulted by jail guards.
II. On Political Rights and Freedom
The United States claims to be "a paragon of democracy," but American democracy is manipulated by the rich and malpractices are common.
Elections in the United States are in fact a contest of money. The presidential and Congressional elections last year cost nearly 4 billion US dollars, some 1 billion US dollars or one third more than that spent in the 2000 elections. The 2004 presidential election has been listed as the most expensive campaign in the country's history (see http://www.opensecrets.org/overview), with the cost jumping to 1.7 billion US dollars from 1 billion US dollars in 2000. To win the election, the Democratic Party and Republican Party had to try their utmost to raise funds.
The Washington Post reported on Dec. 3 last year that the Democratic Party collected 389.8 million US dollars in electoral funds and the Republican Party raised 385.3 million US dollars, both hitting a record high (see Fundraising Records Broken by Both Major Political Parties, Washington Post on Dec. 3, 2004).
Data released by the Federal Election Commission (FEC) on Dec. 14, 2004 show the average spending for Senate races was 2,518,750 US dollars in 2004, with the highest reaching 31,488,821 US dollars; and the average spending for House races was 511,043 US dollars (see http://www.opensecrets.org/overview), with the highest reaching 9,043,293 US dollars (see http://www.opensecrets.org/overview/topraces.asp?cycle=2004).
The Republican Party, the Democratic Party and their periphery organizations spent a total of 1.2 billion US dollars on TV commercials, making this presidential election the most expensive in history. The TV commercials were broadcast 750,000 times, twice of the airings in the general election in 2000. In the Oct. 1 - 13 period in 2004, the Republican Party spent 14.5 million US dollars on advertising, and the Democratic Party's advertising spending amounted to 24 million US dollars in the first 20 days of October 2004.
In the elections, political parties and interest groups not only donated money for their favorite candidates, but also directly spent funds on maximizing their influence upon the elections. In Maryland, some corporate bosses donated as much as 130,000 US dollars. In return, the candidates after being elected would serve the interests of big political donators. The Baltimore Sun called this "Buying Power" (see "Buying Power", The Baltimore Sun, April 5, 2004). Due to the fact that local judges in 38 states need to be elected, quite a number of candidates began campaign advertising and looking for big donators. Some interest groups also got themselves involved in the judge election campaign.The US election system has quite a few flaws. The newly adopted Help America Vote Act of 2004 requires voters to offer a series of documents such as a stable residence or identification in registering, which in reality disenfranchises thousands of homeless people.
The United States is the only country in the world that rules out ex-inmates' right to vote, which disenfranchises 5 million ex-inmates and 13 percent male black people (see Milenio, Mexico, Oct. 22 2004).
The 2004 US presidential election reported many problems, including counting errors, machine malfunctions, registration confusion, legal uncertainty, and lack of respect for voters. According to a report carried by the USA Today on Dec. 28, 2004, due to counting errors, a review of election results in 10 counties nationwide by the Scripps Howard News Service found more than 12,000 ballots that weren't counted in the presidential race, almost one in every 10 ballots cast in those counties. Due to machine malfunctions, 92,000 ballots failed to record a vote for president in Ohio alone. Registration confusion made four fifths of the states go into the election without computerized statewide voter databases (see "Election Day Leftovers", USA Today, Dec. 28, 2004). The Democratic Party brought 35 lawsuits against the Republican Party in at least 17 states, charging the latter with threatening and blocking voters from registering or voting, especially minority ethnic groups. In Florida, the cases of black people being removed from voter registration list or their votes being denied were 10 times higher than people of other races. The British Broadcasting Corporation (BBC) reported on Sept. 22, 2004 that during the period of election, someone often distributed handbills to black voters to bilk and intimidate them by saying that anyone who defaulted electricity bills, apartment bills or parking fines would be arrested outside the polling booths. Some others pretended to be plainclothes outside polling booths and demanded voters show their identifications. However, black people who were able to present photo identification were less than one fifth of white people, therefore, many of them were rejected.
In the meantime, fabrications of disputable pictures and statements were put in the agenda of political maneuvers. Campaign advertisement and political debates were full of distorted facts, false information and lies. According to statistics of the Annenberg Public Policy Center of University of Pennsylvania, campaign advertisement for the 2004 US presidential election had a large proportion of false information that was enough to mislead voters, far beyond 50 percent in 1996. In the Republican camp, at least 75 percent contained untrue information and personal attacks. The website of the center (http://www.FactCheck.org) listed at least 100 items of such information.
The US freedom of the press is filled with hypocrisy. Power and intimidation hang over the halo of press freedom. The New York Times published a commentary on March 30, 2004, saying that the US government's reliance on slandering had reached an unprecedented level in contemporary American political history, and the government prepared to abuse power at any moment to threat potential critics.
A collected works, Zensor USA, revealed that whenever the faults of government dignitaries or big companies were touched, the strong American press censorship system would snap at the journalists who insisted on investigation and made them the last sacrificial lamb. (see Das Schweigen der Journalisten, Handelsblatt, Germany, March 17, 2004).
The Federal Bureau of Investigation (FBI) kept watch on a leader of freedom of speech movement in University of California at Berkeley for a decade long. Although no record showed he violated federal laws, the FBI hired someone to keep monitoring his daily activities and collect his personal information without permission from the court. (see SingTao Daily, Oct. 11, 2004).
On July 16, 2004 the US State Department made a regulation, in violation of the norms of most other countries, that foreign reporters should leave the country while waiting for the valid period of their visas to be extended. The annual report of Native American Journalists Association criticized the US administration for the move, which severely infringes upon press freedom. (see AP story, Antigua, Guatemala Oct. 24, 2004).
Someone with the American Society of Newspaper Editors said that the US administration's measures reflected its repulsion of foreign news media. (see Milenio, Mexico, June 20, 2004). In Iraq, the United States on the one hand alleged that it had brought democracy to the Iraqi people, on the other hand it suppressed public opinion. On March 28, 2004 US troops closed down a Shiite newspaper in Baghdad, which triggered a protest demonstration by thousands of Iraqi people.
On Sept. 27, the Association of American University Presses, Association of American Publishers and other organizations jointly lodged a complaint to the district court of Manhattan, New York, charging the Office of Foreign Assets Control under the Department of the Treasury with deliberately preventing literary works of Iranian, Cuban and Sudanese writers from entering the United States and turning the economic sanctions against the three countries into a "censorship system" to stop free dissemination of information and ideology. (see Xinhua story, Sept. 30, 2004).
In another case, eight reporters, including Jim Taricani of the TV station in Providence, Rhode Island with the National Broadcasting Company (NBC), Judith Miller of The New York Times, and Matthew Cooper of Time magazine, were declared guilty for they declined to disclose the confidential sources of news. The New York Times pointed out on Nov. 10, 2004 that through these cases, it was found out that press freedom suffered rampant infringement.
In addition, in recent years, over a dozen foreign journalists have been detained in airports in the United States, including the one in Los Angeles. In March 2003, a Danish press-photographer was expelled out of the country after a DNA test. A Swiss journalist was rejected from entry of an airport in Washington D.C. The airport staffs by force took pictures and finger prints of the journalist. Meanwhile, he was not permitted to contact the Swiss embassy in the Unite States. In May, two groups of French journalists, altogether six members, were rejected of entry the US territory. They simply came to the Unite States to cover an exposition. Two Dutch journalists fell into trouble when they were covering a film award ceremony. In October and December, one British reporter and one Austrian journalist were held up at US airports respectively. In early May, 2004, a British female journalist, who was sent by The Guardian to Los Angeles to cover some events, was detained at the Los Angeles airport and faced interrogation and body search, and then was handcuffed and taken to the detention house in the downtown. There, she was detained for 26 hours before sent back to Britain.
III. On Economic, Social and Cultural Rights
The United States refuses to ratify the International Covenant on Economic, Social and Cultural rights and took negative attitude to the economic, social and cultural rights of the laborers. Poverty, hunger and homelessness have haunted the world richest country.
The population of people living in poverty has been on a steady rise. According to a report by The Sun on July, 6, 2004, from 1970 to 2000 (adjusted for inflation), the bottom 90 percent's average income stagnated while the top 10 percent experienced an average yearly income increase of nearly 90 percent. Upper-middle-and-upper-class families that constitute the top 10 percent of the income distribution are prospering while many among the remaining 90 percent struggle to maintain their standard of living. Worsening income disparities have formed two Americas. (Two Americas, The Baltimore Sun, July 6, 2004). According to a report of the Wall Street Journal on June 15, 2004, a study on the fall of 2003 by Arthur Kennickell of the Board of Governor of the Federal Reserve System showed that the nation's wealthiest 1 percent owned 53 percent of all the stocks held by families or individuals, and 64 percent of the bonds. They control more than a third of the nation's wealth. ( US Led a Resurgence Last Year Among Millionaires World-Wide, The Wall Street Journal, June 15, 2004). In Washington D.C., the top 20 percent of the city's households have 31 times the average income of the 20 percent at the bottom. (D.C. Gap in Wealth Growing, The Washington Post, July 22, 2004).
Since November 2003, the average income of most American families have been on the decline. The earning of many medium and low-income families could not keep up with the price rises. They could barely handle the situation. According to the statistics released by the US Census Bureau in 2004, the number of Americans in poverty has been climbing for three years. It rose by 1.3 million year-on-year in 2003 to 35.9 million. The poverty rate in 2003 hit 12.5 percent, or one in eight people, the highest since 1998. (Census: Poverty Rose By Million, USA Today, August 27, 2004, More Americans Were Uninsured and Poor in 2003, Census Finds, The New York Times, August 27, 2004).
The homeless population continues to rise nationwide. On Dec. 15, 2004, an annual survey report released at the US Conference of Mayors showed that the number of people seeking emergency food aid increased by 14 percent year-on-year while the number of people seeking emergency shelter aid increased by 6 percent. (http://www.usmayors.org). It is estimated that the homeless population reached 3.5 million in the United States. But the US Federal budget has stopped providing fund to build new affordable housing, which forced many local governments to cut the public housing projects. The city of San Diego has a homeless population of 8,000, but the government could only provide 3,000 temporary beds. Those without lodging tickets are regarded illegal to live on the streets. They would be summoned or detained. In January 2004, an investigator with the US Commission on Human Right denounced the US for large-scale infringement on human rights on housing issue.
The health insurance crisis has become prominent. A report of the Washington Post on Sept. 28, 2004 said health insurance costs posted their fourth straight year of double-digit increases in 2004. Over the past four years, health insurance costs have leaped 59 percent - about five times faster than both wage growth and inflation. Around 14.3 million Americans put one fourth of their income on the health expenses. (Higher Costs, Less Care, The Washington Post, September 28, 2004). Currently, family health insurance plan costs more than 10,000 US dollars each year. Many families could not afford it. Fewer workers have coverage - 61 percent in 2004, compared with 65 percent in 2001. (Health Plan Costs Jump 11%, The Washington Post, September 10, 2004) Compared with 2003, the number of people without health insurance increased 1.4 million to 45 million, or 15.6 percent of the country's population. (Census: Poverty Rose by Million, USA Today, August 27, 2004). In Texas, about one fourth of the workers don't have health insurance. (Spain Uprising newspaper, May 11, 2004). In California, around 6 million Californians don't have health insurance and the welfare system with the annual cost of 60 billion US dollars are about to collapse. (The Los Angeles Times, May 6, 2004). Meanwhile, medical accidents occurred one after another, becoming the third killer following heart disease and cancer. According to a report of Boston Globe on July 27, 2004, one out of every 25 in-patients become the victim of medical accident. From 2000 to 2002, 195,000 people died of medical accidents each year. The actual figure might be twice of that.
IV. On Racial Discrimination
Racial discrimination has been deeply rooted in the United States, permeating into every aspects of society.
The colored people are generally poor, with living condition much worse than the white. According to a report of The Guardian of Britain on Oct. 9, 2004, the average net assets of a white family is 88,000 US dollars in 2002, 11 times of a family of Latin American ancestry, or nearly 15 times of a family of African ancestry. Nearly one third of the African ancestry families and 26 percent of the Latin American ancestry families have negative net assets. 74 percent of the white families have their own houses, while only 47 percent of families of the African and Latin American ancestry have their own houses. The market value of houses bought by black families is only 65 percent of those of white people. Black people's encounter of mortgage loans refusal for house purchase or furniture is twice that of white people. Some black families don't even think of buying their own houses. The death rate of illness, accident and murder among the black people is twice that of the white.
The rate of being victim of murders for the black people is five times that of the white. The rate of being affected by AIDS for the black people is ten times that of the whites while the rate of being diagnosed by diabetes for the black people is twice that of the whites. Statistics show that the number of black people living in poverty is three times that of the white. The average life expectancy of the black is six years shorter than the white.
People of minority ethnic groups are biased against in employment and occupation. The Equal Employment Opportunity Commission of the United States received 29,000 complaints in 2003 of racial bias in the workplace (Racism in the 21st Century, published in USA Today May 5, 2004 issue).
Statistics provided by the United States Department of Labor also suggest that by November 2004, the unemployment rate for black and white people is 10.8 percent and 4.7 percent respectively (http://bls.gov/news.release/pdf/empsit.pdf). In New York City, one of every two black men between 16 and 64 was not working by 2003 (see Nearly Half of Black Men Found Jobless, published by The New York Times on Feb. 28 2004). Black people not only have fewer job opportunities, but also earn less than white people. Even with the same job, a black man only earns 70 percent of that for a white man. Regions such as California, where immigrants make up a larger proportion of the local population, are almost like traps of death. Mexican Laborers who have come to work in the United States have a mortality as high as 80 percent.
Teenagers from at least 38 countries work like slaves (EFE San Francisco, Sept. 26, 2004). Out of 45 million people who are unable to afford Medicare in the United States, 7 million are African-Americans, accounting for about one fifth of the total African-Americans in the States. The proportion is 77 percent higher than that for the white people (available at http://www.johnkerry.com/communities/african-americans/gw_record.html).
The Declaration of Independence said all men are created equal, so the gap between black and white people is simply an insult to the founding essence of the United States (see US News and World Report on March 29, 2004).
Apartheid runs rampant at schools of the United States. On May 17, 1954, Chief justice Earl Warren of the Supreme Court announced the court's decision over a case known as Brown v. Board of Education that the doctrine of "separate but equal" had no place in US public schools. Fifty years later, white children and black children in the United States still lead largely separate lives. One in eight southern black students attends a school that is 99 percent black. About a third attend schools that are at least 90 percent minority. In the Northeast, by contrast, more than half of blacks attend such schools (Schools and Lives Are Still Separate, The Washington Post, May 17, 2004).
Racism recurs on campus of American universities. Fascist slogans and posters promoting superiority of white people, along with threats by weapon or words were found on college campuses including University of California at Berkeley. Protests were sparked off when Santa Rosa Junior College in California published anti-Semitism opinions in a column article in its campus newspaper and the chat room of its website were dominated by white-superior surfers. At Dartmouth College, white girl students auctioned off black slaves in fund-raising activities. At the University of Southern Mississippi, hordes of white students assaulted four black students, chanting racist slogans after a football match was over. At Olivet College of Michigan State, where there are only 55 black students, 51 of the black students quitted school after racial cases of violence or harassment (see The China Press, a Chinese language newspaper published in New York, on April 17, 2004).
Racial prejudice has made social conflicts to become acute, causing a rise in hate crimes. Racial prejudice, most often directed at black people, was behind more than half of the nation's 7,489 reported hate crime incidents in 2003, the FBI said on Nov.22 2004. Race bias was behind 3,844 of the total cases in 2003, FBI claimed after having made statistics of hate crimes handled by 16 percent of the law-enforcement organizations in the States.
Reports of hate crimes motivated by anti-black bias totaled 2,548 in 2003, accounting for 51.4 percent of the total, more than double the total hate crimes against all other racial groups. There were 3,150 black victims in these reports, according to the annual FBI figures (AP, Washington, Jan. 26, 2004). And with regard to the attribute of race, among the 6,934 reported offenders, 62.3 percent were white (http:/www.fbi.gov/pressrel/presssrel04/pressel/12204.htm).
In a related development, because of the "lingering atmosphere of fear" stemming from the Sept. 11 attacks and fallout from the Iraq War, there were 1,019 anti-Muslim incidents in the United States in 2003, representing a 69 percent increase. There were 221 incidents in 2003 of anti-muslim bias in California, tripled a year ago (Los Angeles Times, May 3).
Racial prejudice is ubiquitous in judicial fields. The proportion for persons of colored races being sentenced or being imprisoned is notably higher than whites. In accordance with a report published in November 2004 by the US Department of Justice, colored races accounted for over 70 percent of inmates in the United States. And 29 percent of black people have the experience of being in jail for once. Black people make up 12.3 percent of the population in the United States, but by the end of 2003, out of 1.4 million prisoners who are serving jail terms above one year at the federal or state prisons, 44 percent were blacks, or on average, 3,231 in every 100,000 African-Americans were criminals. Latino-American inmates make up 19 percent of the total prisoners, or 1,778 in every 100,000 Latino-Americans are inmates. Inmates of other color races account for 21 percent (http://wwww.ojp.usdoj.gov/bjs/abstract/P03.htm). At the end of 2003, 12.8 percent of black men aged 25 to 29 were in prison (Chicago Tribune, Nov. 8, 2004), compared 1.6 percent of white men in the same group (A Growing Need for Reform, The Baltimore Sun, June 20, 2004). Blacks receive, on average, a longer felony sentence than whites. A black person's average jail sentence is six months longer than a white's for the same crime. Blacks who are arrested are 3 times more likely to be imprisoned than whites who are arrested. White felons are more likely to get probation than blacks. (see the State Black America 2004, issued by National Urban League on March 24, 2004, http://www.nul.org/pdf/sobaexec.pdf).
After the Sept. 11 incident, the United States openly restricts the rights of citizens under the cloak of homeland security, and uses diverse means including wire tapping of phone conversations and secret investigations, checks on all secret files, and monitoring transfers of fund and cash flows to supervise activities of its citizens, in which, people of ethnic minority groups, foreigners and immigrants become main victims.
Statistics show that after the Sept. 11 attacks, 32 million were investigated out of racial prejudice concern throughout the United States. Among the people being investigated out of racial prejudice concern, African-Americans made up 47 percent, followed by people of Latino and Asian origins. White Americans only account for 3 percent. On June 23, 2004, authorities with the Los Angeles Police Department and the US Federal Bureau of Investigation authorities investigated the televised beating of a black suspect by white police in Los Angeles that has resurrected the explosive spectre of the 1991 Rodney King assault. Eight police officers have been removed from regular duties following the incident on June 23 in which three of them were seen tackling the suspected black car thief, one beating him repeatedly with a metal flashlight (AFP, Los Angeles, June 24, 2004).
In the meantime, the anti-immigrant trend has become increasingly serious in the States. The US Department of Homeland Security announced in November 2004 that 157,281 immigrants were repatriated in one year, up 8 percent from a year ago, a record high. The number of foreigners arrested without any documents also went up by 112 percent (Argentina La Nacion, Nov. 21, 2004).
Another report says starting from last year, many American cities such as San Francisco, Baltimore, Philadelphia, Miami, Saint Paul, Denver, Kansas and Portland, dozens of immigrants from Mexico or other countries are arrested each day and are forced to wear fetters like suspects. The practice of treating illegal immigrants like criminals has become a national trend. The limit in the definition of terrorists and illegal immigrants has become very blurry.
V. On The Rights of Women and Children
The situation of American women and children was disturbing. The rates of women and children physically or sexually victimized were high. According to FBI Crime Statistics, in 2003 the United States witnessed 93,233 cases of raping. Virtually 63.2 in every 100,000 women fell victims. The statistics also showed that every two minutes one woman was sexually assaulted and every six minutes one woman was raped.
The number of women abused and treated at First Aid Centers exceeded one million every year. More than 1,500 women in the United States were killed every year by their husbands, lovers or roommates (The Milenio, Mexico, Sept. 26, 2004). Nearly 78 percent of American women were physically victimized at least once in their lifetime. And 79 percent of the women were sexually abused at least once. A survey released in November 2004 by the US National Institute of Justice showed by the time they concluded four years of college education, 88 percent of the women had experiences of physical or sexual victimization and 64 percent of them experienced both. In the past decade, charges handled by the US Equal Employment Opportunity Commission against sexual harassment on women surged 22 percent (The Sun, Jul. 16, 2004).
Sex crimes in the US military were on the rise. According to the Washington Post (Jun. 3, 2004), from 1999 to 2002 the number of lawsuits against sexual crimes in the US army that were formally filed grew from 658 to 783, up 19 percent. And the number of rape cases went up from 356 to 445, up 25 percent. The number of such cases rose equally 5 percent between 2002 and 2003. The British Guardian reported on Oct. 25, 2004 that by the end of September 2004 the Miles Foundation had dealt with 242 cases filed between September 2002 and August 2003 about US woman soldiers being raped or sexually harassed in Iraq, Kuwait, Bahrain or Afghanistan. In addition, there were 431 cases of US women soldiers being sexually harassed at other military bases.
Women's labor and social rights were violated. According to The Sun newspaper (Jul. 16, 2004), the charges handled by the Equal Employment Opportunity Commission on sexual discrimination against women grew 12 percent in the past decade. In 2004 two cases drew wide attention. They were a bias class lawsuit involving 1.6 million women employees at Wal-Mart and another case involving 340 women staffers of Morgan Stanley (New York Times, Jul. 13, 2004).
Men and women on the same job were not paid the same. Statistics released by the US Labor Department in Jan. 2004 showed a woman who worked full time had the median earning of 81.1 percent of that for a man. The Chicago Tribune said on Aug. 27, 2004 that the rate of women in poverty went up fast, to 12.4 percent of the entire female population.
The health care for American women was at a low level. The US Family Medical Leave Act guarantees 12 weeks of unpaid leave for childbirth to about half of all mothers and nothing for the rest. A study of 168 countries conducted by the Harvard School of Public Health indicated that US workers have fewer rights to time off for family matters than workers in most other countries, and rank near the bottom in pregnancy and sick leave. "The United States trails enormously far behind the rest of the world when it comes to legislation to protect the health and welfare of working families," said Jody Heymann, a Harvard associate professor who led the study. (AP Boston, Jun. 17, 2004)
Child poverty was a serious problem. The Chicago Tribune reported on Aug. 27, 2004 that the number of children in poverty climbed from 12.1 million in 2002 to 12.9 million in 2003, a year-on-year increase of 0.9 percent. About 20 million children lived in "low-income working families" -- with barely enough money to cover basic needs (AP Washington, Oct. 12, 2004). In California, one in every six children did not have medical insurance. The Los Angeles Times said on May 6, 2004 that in the metropolitan area the number of homeless children found wondering on the streets at nights numbered 8,000, which had stretched the 2,500-bed government-run emergency shelter system well beyond capacity. Poverty deprived many children the opportunity to obtain higher education. In the 146 renowned institutions of higher learning, only 3 percent of the students came from the low-income class, while 74 percent of them were from the high-income class.
Children were victims of sex crimes. Every year about 400,000 children in the US were forced to engage in prostitution or other sexual dealings on the streets. Home-deserting or homeless children were the most likely to fall victims of sexual abuse. Reports on children sexually exploited, which were received by the National Center for Missing & Exploited Children, soared from 4,573 cases in 1998 to 81,987 cases in 2003 (The USA Today, Feb. 27,2004).
In recent years scandals about clergymen molesting children kept breaking out. According to a study commissioned by the American Catholic Bishops, in 2004 a total of 756 catholic priests and lay employees were charged with child sexual harassment. It is believed that from 1950 to 2002 more than 10,600 boys and girls were sexually abused by nearly 4,400 clergymen (AFP, Feb. 17, 2005). Moreover, every year over 4.5 million kids in the United States were molested in kindergartens and schools, which amounted to one in every ten (AP, Jul. 14, 2004).
Violent crimes occurred frequently. Studies show nearly 20 percent of US juveniles lived in families that possessed guns. In Washington D.C. 24 people younger than 18 were killed in 2004, twice as many as in 2003 (The Washington Post, Jan. 1, 2005). In Baltimore, 29 juveniles were killed from Jan. 1 to Sept. 27 in 2004. In 2003 35 were killed (The Washington Post, Sept. 28, 2004).
A report released by the US Justice Department on November 29, 2004 said about 9 percent of school kids aged 9 to 12 admitted being threatened with injury or having suffered an injury from a weapon while at school in 2003.
More and more schoolers were reluctant to go to school because of security concerns. Child abuses and neglects were widely reported in the United States. The Sun newspaper reported on May 18, 2004 that in 2002, a total of 900,000 children in the United States were abused, of whom nearly 1,400 died.
Every year, 1.98 out of every 100,000 American children were killed by their parents or guardians. In Maryland, the rate was as high as 2.4 per 100,000. (Md Child Abuse Deaths Exceed National Average, The Sun, May 18, 2004). The Houston Chronicle newspaper reported on Oct. 2, 2004 that in Texas, each staff of local government departments responsible for protecting children's rights handled 50 child abuse cases every month.
Two thirds of juvenile detention facilities in the United States lock up mentally ill youth; every day, about 2,000 youth were incarcerated simply because community mental health services were unavailable. In 33 states, juvenile detention centers held youth with mental illness without any specific charges against them (http://demonstrats.reform.house.gov/Documents/200408171941-41051.pdf).
The USA Today reported on July 8, 2004 that between Jan. 1 and June 30 of 2003, 15,000 youth detained in US youth detention centers were awaiting mental health services, while children at the age of 10 or younger were locked up in 117 youth detention centers. The detention centers totally ignored human rights and personal safety with excessive use of drugs and force, and failed to take care of inmates with mental problems in a proper way. They even locked up prisoners in cages. There were reports about scandals involving correctional authorities in California, where two juvenile inmates hanged themselves after they were badly beaten by jail police (San Jose Mercury News and Singtao Daily, March 18, 2004).
VI. On the Infringement of Human Rights of Foreign Nationals
In 2004, US army service people were reported to have abused and insulted Iraqi POWs, which stunned the whole world. The US forces were blamed for their fierce and dirty treatments for these Iraqi POWs. They made the POWs naked by force, masking their heads with underwear (even women's underwear), locking up their necks with a belt, towing them over the ground, letting military dogs bite them, beating them with a whip, shocking them with electric batons, needling them sometimes, and putting chemical fluids containing phosphorus on their wounds. They even forced some of the these POWs to play "human-body pyramid" while staying naked, in the presence of US soldiers who were standing on the roof and mocking at them. They sometimes sodomized these POWs with lamp pipes and brooms. Some Iraqi civilians were also fiercely abused.
The newspaper Pyramid pointed out that the true face of Americans was exposed through this incident. A spokesman of the International Committee of the Red Cross (ICRC) said, sarcastically, that the US has made the whole world see what the hell a democratic, law-ruled nation is.
According to US media like the Newsweek and the Washington Post, as early as several years ago, in US forces' prisons in Afghanistan, interrogators used various kinds of torture tools for acquiring confession, causing many deaths.
British newspaper The Observer reported on March 14, 2004 that according to a report by the ICRC, US soldiers had formed a kind of mode for arresting people even before the Iraq war. "Torture is part of the process."
Over 100 former Iraqi high-ranking government and military officials were put under special custody by the US military. They stayed 23 hours a day in dark, small and tightly closed concrete-made wards, where they were allowed to leave the wards twice a day, with 20 minutes available for taking a bath or going to the toilet.
On Nov. 26, Iraqi Lieutenant General Abid Hamid Mahmud al-Tikriti was put in a sleeping bag by force and died after he was physically tortured during an interrogation.
According to a latest report by AP, on Feb. 18, 2005, in November 2003, CIA people hanged dead one of the so-called "ghost" prisoner in the Abu Ghraib Prison by fierce means, with his two hands cuffed behind his back. When he was released with shackles and lowered, blood gushed from his mouth "as if a faucet had been turned on."
Among the 94 abuse cases confirmed and published by the Office of the US Inspector General for the Filed Army, 39 people were killed, 20 of these cases were confirmed as murder. There were also severe child abuses conducted by the US forces.
At least 107 children were imprisoned in seven prisons including the Abu Ghraib Prison run by the US forces in Afghanistan. They were not allowed to get in contact with their families. Their term in prison was undetermined. It was not clear when they were going to be brought court hearing. Some of these children had been abused. One low-ranking US officer who had served in the Abu Ghraib Prison testified that US soldiers abused some of these children in custody, and they had even assaulted young girls sexually.
What's more fierce is that US soldiers used military dogs to frighten these juvenile prisoners to see whose dog could scare them to lose control on excretion. US forces had violated the Vienna Convention on Diplomatic Relations, by detaining two Palestinian diplomats to Iraq in a prison ward of the Abu Ghraib Prison, together with 90 other men. They spent one year in the prison, suffering from very poor living conditions.
The ICRC believed that abuse of detained Iraqis in the notorious Abu Ghraib Prison was not a single case. It was a systematic behavior. According to some White House documents that were made public on June 22, 2004, the Department of Defense approved to use harsh means to interrogate prisoners in Guantanamo, Cuba.
The US Secretary of Defense said in the public that the Geneva Convention does not mean that all the detainees, especially those who were so-called "non-fighting personnel", should be treated as a POW. A draft memorandum of the Department of Defense also claimed that US laws and international conventions, including the Geneva Convention, which strictly ban the use of torture, do not apply to US President as the General Commander of the US Army. A memorandum of the US Department of Justice makes it even more clearly that the United States could use international laws to measure other countries on the issue of the treatment of POWs, while it is not necessary for Washington to abide by these laws. The interrogators were trained to find ways to torture prisoners, physically, while they should exceed the Geneva Convention, technically.
Media found that the US soldiers' behaviors in humiliating Iraqi prisoners as showed photos were typically what they were trained for. US Brigadier General Yanis Karpinski told the press that her boss once said to her that "prisoners are dogs." If they were made to think that they were a bit better than dogs, they could get out of control.
Meanwhile, the US government has tried for the third successive year to extend the term of a resolution of the UN Security Council that soldiers could be exempted of lawsuit by the International Criminal Court, even if they break the relevant rules. In view of prisoner abuses in Iraq, this has been strongly criticized by the UN General Secretary (Reuters' story on June 17,2004).
Former US President Jimmy Carter also criticized that the US policies formulated by the high-ranking officials are a kind of retrogression, which has damaged the principles of democracy and rule of law and lacked respect for fundamental human rights.
To avoid international scrutiny, the United States keeps under wraps half of its 20-odd detention centers worldwide which are holding terrorist suspects. And at least seven US-controlled clandestine prisons, one of which dubbed "inferno," in Afghanistan, have not been kept within the bounds of law. (Prensa Latina, Aug. 16, 2004)
In a report by the Human Rights First on 24 US secret interrogation centers, these secret facilities are believed to "make inappropriate detention and abuse not only likely but virtually inevitable." (British newspaper the Times, Sept. 11, 2004)
Moreover, an executive jet is being used by the American intelligence agencies to fly terrorist suspects to other countries, in a bid to use torture and evade American laws. The plane is leased by the US Defense Department and the CIA from a private company in Massachusetts. Being accused of making so-called "torture flights," the jet has conducted more than 300 flights and has flown to 49 destinations outside the United States, including the Guantanamo Bay prison camp in Cuba. The suspects are frequently bound, gagged and sedated before being put on board the plane (British newspaper the Times, Nov. 14, 2004). The United States has secretly shifted thousands of captives worldwide in the past three years, most of whom were not indicted officially.
The United States is the No. 1 military power in the world, and its military spending has kept shooting up. Its fiscal 2005 defense budget hit a historical high of 422 billion US dollars, an increase of 21 billion dollars over fiscal 2004. As the biggest arms dealer in the world, the United States has made a fortune out of war. Its transactions of conventional weapons exceeded 14.5 billion dollars in 2003, up 900 million dollars year-on-year and accounting for 56.7 percent of the total sales worldwide. The Iraq War has been "a helping straw" to the US economic development.
The United States frequently commits wanton slaughters during external invasions and military attacks. Spain's Uprising newspaper on May, 12, 2004 published a list of human rights infringement incidents committed by the US troops, quoting two bloodthirsty sayings of two American generals, "The only good Indians I ever saw were dead" by General Philip Sheridan and "we should bomb Vietnam back to the stone age" by air force general Curtis LeMay. We can still smell a similar bloodiness in the Iraq War waged by the United States.
Statistics from the health department of the interim Iraqi government show 3,487 people, including 328 women and children, have been killed and another 13,720 injured in 15 of Iraq's 18 provinces between April 15 and Sept. 19 in 2004.
A survey on Iraqi civilian deaths, based on the natural death rate before the war, estimates that the US-led invasion might have led to 100,000 more deaths in the country, with most victims being women and children.
Jointly designed and conducted by researchers at Johns Hopkins University, Columbia University and the Al-Mustansiriya University in Baghdad, the survey also finds that the majority of the additional, unnatural deaths since the invasion were caused by violence, while air strikes from the coalition forces were the main factor to blame for the violence-caused deaths. On Jan. 3, 2004, four US soldiers stationed in Iraq pushed two Iraqi civilians into the Tigris River, making one of them drowned.
On May 19, 2004, an American helicopter fired on a wedding party in a remote Iraqi village close to the Syrian border, killing 45 people, including 15 children and 10 women. On Nov. 20, 2004, seven people were killed in Ramadi in the Anbar province when US troops opened fire on a civilian bus.
According to a Staff Sergeant in the US Marines, his platoon killed 30 civilians in six weeks. And he has witnessed the blasphemy and gradual rotting of many corpses, and a lot of wounded civilians were deserted without any medical treatment. (British newspaper The Independent, May 23, 2004)
In addition, the US troops often plunder Iraqi households when tracking down anti-US militants since the invasion. The American forces has so far committed at least thousands of robberies and 90 percent of the Iraqis that have been rummaged are innocent.
The United States has been hindering the work of the United Nation's human rights mechanism. And it either took no notice of or used delaying tactics on the requests of relevant UN agencies to visit its Guantanamo Bay prison camp in Cuba.
Some justice-upholding developing countries introduced draft resolutions on America's democracy and human rights situation to the 59th UN General Assembly, to show their strong concern over the US human rights infringement, prisoner abuse, media control, and loopholes in its election system.
It is the common goal and obligation for all countries in the world to promote and safeguard human rights. No country in the world can claim itself as perfect and has no room for improvement in the human rights area. And no country should exclude itself from the international human rights development process, or view itself as the incarnation of human rights which can reign over other countries and give orders to the others. Even the United States shall be no exception.
Despite tons of problems in its own human rights, the United States continues to stick to its belligerent stance, wantonly trample on the sovereignty of other countries, and constantly stage tragedies of human rights infringement in the world.
Instead of indulging itself in publishing the "human rights country report" to censure other countries unreasonably, the United States should reflect on its erroneous behavior on human rights and take its own human rights problems seriously. The double standards of the United States on human rights and its exercise of hegemonism and power politics under the pretext of promoting human rights will certainly put itself in an isolated and passive position and beget opposition from all just members of the international community.

In 2004 the atrocity of US troops abusing Iraqi POWs exposed the dark side of human rights performance of the United States. The scandal shocked the humanity and was condemned by the international community. It is quite ironic that on Feb. 28 of this year, the State Department of the United States once again posed as the "the world human rights police" and released its Country Reports on Human Rights Practices for 2004. As in previous
years, the reports pointed fingers at human rights situation in more than 190 countries and regions (including China) but kept silent on the US misdeeds in this field. Therefore, the world people have to probe the human rights record behind the Statue of Liberty in the United States.
I. On Life, Liberty and Security of Person
American society is characterized with rampant violent crimes, severe infringement of people's rights by law enforcement departments and lack of guarantee for people's rights to life, liberty and security of person.
Violent crimes pose a serious threat to people's lives. According to a report released by the Department of Justice of the United States on Nov. 29, 2004, in 2003 residents aged 12 and above in the United States experienced about 24 million victimizations, and there occurred 1,381,259 murders, robberies and other violent crimes, averaging 475 cases per 100,000 people. Among them there were 16,503 homicides, up 1.7 percent over 2002, or nearly six cases in every 100,000 residents, and one of every 44 Americans aged above 12 was victimized.
The Associated Press reported on June 24, 2004 that the number of violent crimes in many US cities were on the rise. In 2003 Chicago alone recorded 598 homicides, 80 percent of which involved the use of guns. The Washington D.C. reported 41,738 murders, robberies and other violent crimes in 2003, averaging 6,406.4 cases per 100,000 residents. In 2004 the District recorded 198 killings, or a homicide rate of 35 per 100,000 residents. Detroit,which has less than 1 million residents, recorded 18,724 criminal cases in 2003, including 366 murders and 814 rapes, which amounted to a homicide rate of 41 per 100,000 residents.
In 2003 the homicide rate in Baltimore was 43 per 100,000 residents. The Baltimore Sun reported on Dec. 17, 2004 that the city reported 271 killings from January to early December in 2004.
It was reported that on Sept. 8, 2004 that by Sept. 4, 2004 there had been 368 homicides in the city, up 4.2 percent year-on-year. The USA Today reported on July 16, 2004 that in an average week in the US workplace one employee is killed and at least 25 are seriously injured in violent assaults by current or former co-workers. The Cincinnati Post reported on Nov. 12, 2004 that homicides average 17 a week and there are nearly 5,500 violent
assaults a day at US job sites.
The United States has the biggest number of gun owners and gun violence has affected lots of innocent lives. According to a survey released by the University of Chicago in 2001, 41.7 percent
of men and 28.5 percent of women in the United States report having a gun in their homes, and 29.2 percent of men and 10.2 percent of women personally own a gun. The Los Angeles Times reported on Jul. 19, 2004 that since 2000 the number of firearm holders rose 28 percent in California.
About 31,000 Americans are killed and 75,000 wounded by firearms each year, which means more than 80 people are shot dead each day. In 2002 there were 30,242 firearm killings in the United States; 54 percent of all suicides and 67 percent of all homicides were related to the use of firearms. The Associated Press reported that 808 people were shot dead in the first half of 2004 in Detroit.
Police violence and infringement of human rights by law enforcement agencies also constitute a serious problem. At present, 5,000 law enforcement agencies in the United States use TASER - a kind of electric shock gun, which sends out 50,000 volts of impulse voltage after hitting the target. Since 1999, more than 80 people died from TASER shootings, 60 percent of which occurred between November 2003 and November 2004.
A survey found that in the 17 years from 1985 to 2002, Los Angeles recorded more than 100 times increase in police shooting at automobile drivers, killing at least 25 and injuring more than 30 of them. Of these cases, 90 percent were due to misjudgment. (The Los Angeles Times, Feb. 29, 2004.)
On Jul. 21, 2004 Chinese citizen Zhao Yan was handcuffed and severely beaten while she was in the United States on a normal business trip. She suffered injuries in many parts of her body and serious mental harm.
The New York Times reported on Apr. 19, 2004 a comprehensive study of 328 criminal cases over the last 15 years in which the convicted person was exonerated suggests that there are thousands of innocent people in prison today. The study identified 199 murder exoneration, 73 of them in capital cases. In more than half of the cases, the defendants had been in prison for more than 10 years.
The United States characterizes itself as "a paradise for free people," but the ratio of its citizens deprived of freedom has remained among the highest in the world. Statistics released by the Federal Bureau of Investigation last November showed that the nation made an estimated 13.6 million arrests in 2003. The national arrest rate was 4,695.1 arrests per 100,000 people, 0.2 percent up than that of the previous year (USA Today, Nov. 8, 2004).
According to statistics from the Department of Justice, the number of inmates in the United States jumped from 320,000 in 1980 to 2 million in 2000, a hike by six times. From 1995 to 2003, the number of inmates grew at an annual rate of 3.5 percent in the country, where one out of every 142 people is behind bars. The number of convicted offenders may total more than 6 million if parolees and probationers are also counted. The Chicago Tribune reported on Nov. 8 last year that the federal and state prison population amounted to 1.47 million last year, 2.1 percent more than in 2003. The number of criminals rose by over 5 percent in 11 states, with the growth in North Dakota up by 11.4 percent and in Minnesota by 10.3 percent.
Most prisons in the United States are overcrowded, but still cannot meet the demand. The country has spent an average of 7 billion US dollars a year building new jails and prisons in the past 10 years. California has seen only one college but 21 new prisons built since 1984.
Jails have become one of the huge and most lucrative industries, with a combined staff of more than 530,000 and being the second largest employer in the United States only after the General Motors. Private prisons are more and more common. The country now has over 100 private prisons in 27 states and 18 private prison companies. The value of goods and services created by inmates surged from 400 million US dollars in 1980 to 1.1 billion US dollars in 1994. Abuse of prisoners and violence occur frequently in US jails and prisons, which are under disorderly management. The Los Angeles Times reported on Aug. 15 last year that over 40 state prison systems were once under some form of court order, for brutality, crowding, poor food and lack of medical care.
The NewsWeek of the United States also reported last May that in Pennsylvania, Arizona and some other states, inmates are routinely stripped in front of others before being moved to a new prison or a new unit within their prison. Male inmates are often made to wear women's pink underwear as a form of humiliation. New inmates are frequently beaten and cursed at and sometimes made to crawl.
At a jail in New York City, some guards bump prisoners against the walls, pinch their arms and wrists, and force them to receive insulting checks nakedly. Some male inmates are sometimes compelled to stand in the nude before a group of women guards. Some female inmates go in shackles to hospital for treatment and nursing after they get ill or pregnant, some give births without a midwife, and some are locked to sickbeds with fetters after Caesarean operation.
Over 80,000 women prisoners in the United States are mothers, and the overall number of the minor children of the American women prisoners is estimated at some 200,000. The country had more than 3,000 pregnant women in jails from 2000 to 2003 and 3,000 babies were born to the prisoners during this period (see Mexico's Milenio on Feb. 21, 2004). It is estimated that at least more than 40,000 prisoners are locked up in the so-called "super jails", where the prisoner is confined to a very tiny cell, cannot see other people throughout the year, and has only one hour out for exercise every day.
Sexual harassment and encroachment are common in jails in the Unite States. The New York Times reported last October that at least 13 percent of inmates in the country are sexually assaulted in prison (Ex-Inmate's Suit Offers View Into Sexual Slavery in Prisons, The New York Times, Oct. 12, 2004). In jails of seven central and western US states, 21 percent of the inmates suffer sexual abuse at least once after being put in prison. The ratio is higher among women inmates, with nearly one fourth of them sexually assaulted by jail guards.
II. On Political Rights and Freedom
The United States claims to be "a paragon of democracy," but American democracy is manipulated by the rich and malpractices are common.
Elections in the United States are in fact a contest of money. The presidential and Congressional elections last year cost nearly 4 billion US dollars, some 1 billion US dollars or one third more than that spent in the 2000 elections. The 2004 presidential election has been listed as the most expensive campaign in the country's history (see http://www.opensecrets.org/overview), with the cost jumping to 1.7 billion US dollars from 1 billion US dollars in 2000. To win the election, the Democratic Party and Republican Party had to try their utmost to raise funds.
The Washington Post reported on Dec. 3 last year that the Democratic Party collected 389.8 million US dollars in electoral funds and the Republican Party raised 385.3 million US dollars, both hitting a record high (see Fundraising Records Broken by Both Major Political Parties, Washington Post on Dec. 3, 2004).
Data released by the Federal Election Commission (FEC) on Dec. 14, 2004 show the average spending for Senate races was 2,518,750 US dollars in 2004, with the highest reaching 31,488,821 US dollars; and the average spending for House races was 511,043 US dollars (see http://www.opensecrets.org/overview), with the highest reaching 9,043,293 US dollars (see http://www.opensecrets.org/overview/topraces.asp?cycle=2004).
The Republican Party, the Democratic Party and their periphery organizations spent a total of 1.2 billion US dollars on TV commercials, making this presidential election the most expensive in history. The TV commercials were broadcast 750,000 times, twice of the airings in the general election in 2000. In the Oct. 1 - 13 period in 2004, the Republican Party spent 14.5 million US dollars on advertising, and the Democratic Party's advertising spending amounted to 24 million US dollars in the first 20 days of October 2004.
In the elections, political parties and interest groups not only donated money for their favorite candidates, but also directly spent funds on maximizing their influence upon the elections. In Maryland, some corporate bosses donated as much as 130,000 US dollars. In return, the candidates after being elected would serve the interests of big political donators. The Baltimore Sun called this "Buying Power" (see "Buying Power", The Baltimore Sun, April 5, 2004). Due to the fact that local judges in 38 states need to be elected, quite a number of candidates began campaign advertising and looking for big donators. Some interest groups also got themselves involved in the judge election campaign.The US election system has quite a few flaws. The newly adopted Help America Vote Act of 2004 requires voters to offer a series of documents such as a stable residence or identification in registering, which in reality disenfranchises thousands of homeless people.
The United States is the only country in the world that rules out ex-inmates' right to vote, which disenfranchises 5 million ex-inmates and 13 percent male black people (see Milenio, Mexico, Oct. 22 2004).
The 2004 US presidential election reported many problems, including counting errors, machine malfunctions, registration confusion, legal uncertainty, and lack of respect for voters. According to a report carried by the USA Today on Dec. 28, 2004, due to counting errors, a review of election results in 10 counties nationwide by the Scripps Howard News Service found more than 12,000 ballots that weren't counted in the presidential race, almost one in every 10 ballots cast in those counties. Due to machine malfunctions, 92,000 ballots failed to record a vote for president in Ohio alone. Registration confusion made four fifths of the states go into the election without computerized statewide voter databases (see "Election Day Leftovers", USA Today, Dec. 28, 2004). The Democratic Party brought 35 lawsuits against the Republican Party in at least 17 states, charging the latter with threatening and blocking voters from registering or voting, especially minority ethnic groups. In Florida, the cases of black people being removed from voter registration list or their votes being denied were 10 times higher than people of other races. The British Broadcasting Corporation (BBC) reported on Sept. 22, 2004 that during the period of election, someone often distributed handbills to black voters to bilk and intimidate them by saying that anyone who defaulted electricity bills, apartment bills or parking fines would be arrested outside the polling booths. Some others pretended to be plainclothes outside polling booths and demanded voters show their identifications. However, black people who were able to present photo identification were less than one fifth of white people, therefore, many of them were rejected.
In the meantime, fabrications of disputable pictures and statements were put in the agenda of political maneuvers. Campaign advertisement and political debates were full of distorted facts, false information and lies. According to statistics of the Annenberg Public Policy Center of University of Pennsylvania, campaign advertisement for the 2004 US presidential election had a large proportion of false information that was enough to mislead voters, far beyond 50 percent in 1996. In the Republican camp, at least 75 percent contained untrue information and personal attacks. The website of the center (http://www.FactCheck.org) listed at least 100 items of such information.
The US freedom of the press is filled with hypocrisy. Power and intimidation hang over the halo of press freedom. The New York Times published a commentary on March 30, 2004, saying that the US government's reliance on slandering had reached an unprecedented level in contemporary American political history, and the government prepared to abuse power at any moment to threat potential critics.
A collected works, Zensor USA, revealed that whenever the faults of government dignitaries or big companies were touched, the strong American press censorship system would snap at the journalists who insisted on investigation and made them the last sacrificial lamb. (see Das Schweigen der Journalisten, Handelsblatt, Germany, March 17, 2004).
The Federal Bureau of Investigation (FBI) kept watch on a leader of freedom of speech movement in University of California at Berkeley for a decade long. Although no record showed he violated federal laws, the FBI hired someone to keep monitoring his daily activities and collect his personal information without permission from the court. (see SingTao Daily, Oct. 11, 2004).
On July 16, 2004 the US State Department made a regulation, in violation of the norms of most other countries, that foreign reporters should leave the country while waiting for the valid period of their visas to be extended. The annual report of Native American Journalists Association criticized the US administration for the move, which severely infringes upon press freedom. (see AP story, Antigua, Guatemala Oct. 24, 2004).
Someone with the American Society of Newspaper Editors said that the US administration's measures reflected its repulsion of foreign news media. (see Milenio, Mexico, June 20, 2004). In Iraq, the United States on the one hand alleged that it had brought democracy to the Iraqi people, on the other hand it suppressed public opinion. On March 28, 2004 US troops closed down a Shiite newspaper in Baghdad, which triggered a protest demonstration by thousands of Iraqi people.
On Sept. 27, the Association of American University Presses, Association of American Publishers and other organizations jointly lodged a complaint to the district court of Manhattan, New York, charging the Office of Foreign Assets Control under the Department of the Treasury with deliberately preventing literary works of Iranian, Cuban and Sudanese writers from entering the United States and turning the economic sanctions against the three countries into a "censorship system" to stop free dissemination of information and ideology. (see Xinhua story, Sept. 30, 2004).
In another case, eight reporters, including Jim Taricani of the TV station in Providence, Rhode Island with the National Broadcasting Company (NBC), Judith Miller of The New York Times, and Matthew Cooper of Time magazine, were declared guilty for they declined to disclose the confidential sources of news. The New York Times pointed out on Nov. 10, 2004 that through these cases, it was found out that press freedom suffered rampant infringement.
In addition, in recent years, over a dozen foreign journalists have been detained in airports in the United States, including the one in Los Angeles. In March 2003, a Danish press-photographer was expelled out of the country after a DNA test. A Swiss journalist was rejected from entry of an airport in Washington D.C. The airport staffs by force took pictures and finger prints of the journalist. Meanwhile, he was not permitted to contact the Swiss embassy in the Unite States. In May, two groups of French journalists, altogether six members, were rejected of entry the US territory. They simply came to the Unite States to cover an exposition. Two Dutch journalists fell into trouble when they were covering a film award ceremony. In October and December, one British reporter and one Austrian journalist were held up at US airports respectively. In early May, 2004, a British female journalist, who was sent by The Guardian to Los Angeles to cover some events, was detained at the Los Angeles airport and faced interrogation and body search, and then was handcuffed and taken to the detention house in the downtown. There, she was detained for 26 hours before sent back to Britain.
III. On Economic, Social and Cultural Rights
The United States refuses to ratify the International Covenant on Economic, Social and Cultural rights and took negative attitude to the economic, social and cultural rights of the laborers. Poverty, hunger and homelessness have haunted the world richest country.
The population of people living in poverty has been on a steady rise. According to a report by The Sun on July, 6, 2004, from 1970 to 2000 (adjusted for inflation), the bottom 90 percent's average income stagnated while the top 10 percent experienced an average yearly income increase of nearly 90 percent. Upper-middle-and-upper-class families that constitute the top 10 percent of the income distribution are prospering while many among the remaining 90 percent struggle to maintain their standard of living. Worsening income disparities have formed two Americas. (Two Americas, The Baltimore Sun, July 6, 2004). According to a report of the Wall Street Journal on June 15, 2004, a study on the fall of 2003 by Arthur Kennickell of the Board of Governor of the Federal Reserve System showed that the nation's wealthiest 1 percent owned 53 percent of all the stocks held by families or individuals, and 64 percent of the bonds. They control more than a third of the nation's wealth. ( US Led a Resurgence Last Year Among Millionaires World-Wide, The Wall Street Journal, June 15, 2004). In Washington D.C., the top 20 percent of the city's households have 31 times the average income of the 20 percent at the bottom. (D.C. Gap in Wealth Growing, The Washington Post, July 22, 2004).
Since November 2003, the average income of most American families have been on the decline. The earning of many medium and low-income families could not keep up with the price rises. They could barely handle the situation. According to the statistics released by the US Census Bureau in 2004, the number of Americans in poverty has been climbing for three years. It rose by 1.3 million year-on-year in 2003 to 35.9 million. The poverty rate in 2003 hit 12.5 percent, or one in eight people, the highest since 1998. (Census: Poverty Rose By Million, USA Today, August 27, 2004, More Americans Were Uninsured and Poor in 2003, Census Finds, The New York Times, August 27, 2004).
The homeless population continues to rise nationwide. On Dec. 15, 2004, an annual survey report released at the US Conference of Mayors showed that the number of people seeking emergency food aid increased by 14 percent year-on-year while the number of people seeking emergency shelter aid increased by 6 percent. (http://www.usmayors.org). It is estimated that the homeless population reached 3.5 million in the United States. But the US Federal budget has stopped providing fund to build new affordable housing, which forced many local governments to cut the public housing projects. The city of San Diego has a homeless population of 8,000, but the government could only provide 3,000 temporary beds. Those without lodging tickets are regarded illegal to live on the streets. They would be summoned or detained. In January 2004, an investigator with the US Commission on Human Right denounced the US for large-scale infringement on human rights on housing issue.
The health insurance crisis has become prominent. A report of the Washington Post on Sept. 28, 2004 said health insurance costs posted their fourth straight year of double-digit increases in 2004. Over the past four years, health insurance costs have leaped 59 percent - about five times faster than both wage growth and inflation. Around 14.3 million Americans put one fourth of their income on the health expenses. (Higher Costs, Less Care, The Washington Post, September 28, 2004). Currently, family health insurance plan costs more than 10,000 US dollars each year. Many families could not afford it. Fewer workers have coverage - 61 percent in 2004, compared with 65 percent in 2001. (Health Plan Costs Jump 11%, The Washington Post, September 10, 2004) Compared with 2003, the number of people without health insurance increased 1.4 million to 45 million, or 15.6 percent of the country's population. (Census: Poverty Rose by Million, USA Today, August 27, 2004). In Texas, about one fourth of the workers don't have health insurance. (Spain Uprising newspaper, May 11, 2004). In California, around 6 million Californians don't have health insurance and the welfare system with the annual cost of 60 billion US dollars are about to collapse. (The Los Angeles Times, May 6, 2004). Meanwhile, medical accidents occurred one after another, becoming the third killer following heart disease and cancer. According to a report of Boston Globe on July 27, 2004, one out of every 25 in-patients become the victim of medical accident. From 2000 to 2002, 195,000 people died of medical accidents each year. The actual figure might be twice of that.
IV. On Racial Discrimination
Racial discrimination has been deeply rooted in the United States, permeating into every aspects of society.
The colored people are generally poor, with living condition much worse than the white. According to a report of The Guardian of Britain on Oct. 9, 2004, the average net assets of a white family is 88,000 US dollars in 2002, 11 times of a family of Latin American ancestry, or nearly 15 times of a family of African ancestry. Nearly one third of the African ancestry families and 26 percent of the Latin American ancestry families have negative net assets. 74 percent of the white families have their own houses, while only 47 percent of families of the African and Latin American ancestry have their own houses. The market value of houses bought by black families is only 65 percent of those of white people. Black people's encounter of mortgage loans refusal for house purchase or furniture is twice that of white people. Some black families don't even think of buying their own houses. The death rate of illness, accident and murder among the black people is twice that of the white.
The rate of being victim of murders for the black people is five times that of the white. The rate of being affected by AIDS for the black people is ten times that of the whites while the rate of being diagnosed by diabetes for the black people is twice that of the whites. Statistics show that the number of black people living in poverty is three times that of the white. The average life expectancy of the black is six years shorter than the white.
People of minority ethnic groups are biased against in employment and occupation. The Equal Employment Opportunity Commission of the United States received 29,000 complaints in 2003 of racial bias in the workplace (Racism in the 21st Century, published in USA Today May 5, 2004 issue).
Statistics provided by the United States Department of Labor also suggest that by November 2004, the unemployment rate for black and white people is 10.8 percent and 4.7 percent respectively (http://bls.gov/news.release/pdf/empsit.pdf). In New York City, one of every two black men between 16 and 64 was not working by 2003 (see Nearly Half of Black Men Found Jobless, published by The New York Times on Feb. 28 2004). Black people not only have fewer job opportunities, but also earn less than white people. Even with the same job, a black man only earns 70 percent of that for a white man. Regions such as California, where immigrants make up a larger proportion of the local population, are almost like traps of death. Mexican Laborers who have come to work in the United States have a mortality as high as 80 percent.
Teenagers from at least 38 countries work like slaves (EFE San Francisco, Sept. 26, 2004). Out of 45 million people who are unable to afford Medicare in the United States, 7 million are African-Americans, accounting for about one fifth of the total African-Americans in the States. The proportion is 77 percent higher than that for the white people (available at http://www.johnkerry.com/communities/african-americans/gw_record.html).
The Declaration of Independence said all men are created equal, so the gap between black and white people is simply an insult to the founding essence of the United States (see US News and World Report on March 29, 2004).
Apartheid runs rampant at schools of the United States. On May 17, 1954, Chief justice Earl Warren of the Supreme Court announced the court's decision over a case known as Brown v. Board of Education that the doctrine of "separate but equal" had no place in US public schools. Fifty years later, white children and black children in the United States still lead largely separate lives. One in eight southern black students attends a school that is 99 percent black. About a third attend schools that are at least 90 percent minority. In the Northeast, by contrast, more than half of blacks attend such schools (Schools and Lives Are Still Separate, The Washington Post, May 17, 2004).
Racism recurs on campus of American universities. Fascist slogans and posters promoting superiority of white people, along with threats by weapon or words were found on college campuses including University of California at Berkeley. Protests were sparked off when Santa Rosa Junior College in California published anti-Semitism opinions in a column article in its campus newspaper and the chat room of its website were dominated by white-superior surfers. At Dartmouth College, white girl students auctioned off black slaves in fund-raising activities. At the University of Southern Mississippi, hordes of white students assaulted four black students, chanting racist slogans after a football match was over. At Olivet College of Michigan State, where there are only 55 black students, 51 of the black students quitted school after racial cases of violence or harassment (see The China Press, a Chinese language newspaper published in New York, on April 17, 2004).
Racial prejudice has made social conflicts to become acute, causing a rise in hate crimes. Racial prejudice, most often directed at black people, was behind more than half of the nation's 7,489 reported hate crime incidents in 2003, the FBI said on Nov.22 2004. Race bias was behind 3,844 of the total cases in 2003, FBI claimed after having made statistics of hate crimes handled by 16 percent of the law-enforcement organizations in the States.
Reports of hate crimes motivated by anti-black bias totaled 2,548 in 2003, accounting for 51.4 percent of the total, more than double the total hate crimes against all other racial groups. There were 3,150 black victims in these reports, according to the annual FBI figures (AP, Washington, Jan. 26, 2004). And with regard to the attribute of race, among the 6,934 reported offenders, 62.3 percent were white (http:/www.fbi.gov/pressrel/presssrel04/pressel/12204.htm).
In a related development, because of the "lingering atmosphere of fear" stemming from the Sept. 11 attacks and fallout from the Iraq War, there were 1,019 anti-Muslim incidents in the United States in 2003, representing a 69 percent increase. There were 221 incidents in 2003 of anti-muslim bias in California, tripled a year ago (Los Angeles Times, May 3).
Racial prejudice is ubiquitous in judicial fields. The proportion for persons of colored races being sentenced or being imprisoned is notably higher than whites. In accordance with a report published in November 2004 by the US Department of Justice, colored races accounted for over 70 percent of inmates in the United States. And 29 percent of black people have the experience of being in jail for once. Black people make up 12.3 percent of the population in the United States, but by the end of 2003, out of 1.4 million prisoners who are serving jail terms above one year at the federal or state prisons, 44 percent were blacks, or on average, 3,231 in every 100,000 African-Americans were criminals. Latino-American inmates make up 19 percent of the total prisoners, or 1,778 in every 100,000 Latino-Americans are inmates. Inmates of other color races account for 21 percent (http://wwww.ojp.usdoj.gov/bjs/abstract/P03.htm). At the end of 2003, 12.8 percent of black men aged 25 to 29 were in prison (Chicago Tribune, Nov. 8, 2004), compared 1.6 percent of white men in the same group (A Growing Need for Reform, The Baltimore Sun, June 20, 2004). Blacks receive, on average, a longer felony sentence than whites. A black person's average jail sentence is six months longer than a white's for the same crime. Blacks who are arrested are 3 times more likely to be imprisoned than whites who are arrested. White felons are more likely to get probation than blacks. (see the State Black America 2004, issued by National Urban League on March 24, 2004, http://www.nul.org/pdf/sobaexec.pdf).
After the Sept. 11 incident, the United States openly restricts the rights of citizens under the cloak of homeland security, and uses diverse means including wire tapping of phone conversations and secret investigations, checks on all secret files, and monitoring transfers of fund and cash flows to supervise activities of its citizens, in which, people of ethnic minority groups, foreigners and immigrants become main victims.
Statistics show that after the Sept. 11 attacks, 32 million were investigated out of racial prejudice concern throughout the United States. Among the people being investigated out of racial prejudice concern, African-Americans made up 47 percent, followed by people of Latino and Asian origins. White Americans only account for 3 percent. On June 23, 2004, authorities with the Los Angeles Police Department and the US Federal Bureau of Investigation authorities investigated the televised beating of a black suspect by white police in Los Angeles that has resurrected the explosive spectre of the 1991 Rodney King assault. Eight police officers have been removed from regular duties following the incident on June 23 in which three of them were seen tackling the suspected black car thief, one beating him repeatedly with a metal flashlight (AFP, Los Angeles, June 24, 2004).
In the meantime, the anti-immigrant trend has become increasingly serious in the States. The US Department of Homeland Security announced in November 2004 that 157,281 immigrants were repatriated in one year, up 8 percent from a year ago, a record high. The number of foreigners arrested without any documents also went up by 112 percent (Argentina La Nacion, Nov. 21, 2004).
Another report says starting from last year, many American cities such as San Francisco, Baltimore, Philadelphia, Miami, Saint Paul, Denver, Kansas and Portland, dozens of immigrants from Mexico or other countries are arrested each day and are forced to wear fetters like suspects. The practice of treating illegal immigrants like criminals has become a national trend. The limit in the definition of terrorists and illegal immigrants has become very blurry.
V. On The Rights of Women and Children
The situation of American women and children was disturbing. The rates of women and children physically or sexually victimized were high. According to FBI Crime Statistics, in 2003 the United States witnessed 93,233 cases of raping. Virtually 63.2 in every 100,000 women fell victims. The statistics also showed that every two minutes one woman was sexually assaulted and every six minutes one woman was raped.
The number of women abused and treated at First Aid Centers exceeded one million every year. More than 1,500 women in the United States were killed every year by their husbands, lovers or roommates (The Milenio, Mexico, Sept. 26, 2004). Nearly 78 percent of American women were physically victimized at least once in their lifetime. And 79 percent of the women were sexually abused at least once. A survey released in November 2004 by the US National Institute of Justice showed by the time they concluded four years of college education, 88 percent of the women had experiences of physical or sexual victimization and 64 percent of them experienced both. In the past decade, charges handled by the US Equal Employment Opportunity Commission against sexual harassment on women surged 22 percent (The Sun, Jul. 16, 2004).
Sex crimes in the US military were on the rise. According to the Washington Post (Jun. 3, 2004), from 1999 to 2002 the number of lawsuits against sexual crimes in the US army that were formally filed grew from 658 to 783, up 19 percent. And the number of rape cases went up from 356 to 445, up 25 percent. The number of such cases rose equally 5 percent between 2002 and 2003. The British Guardian reported on Oct. 25, 2004 that by the end of September 2004 the Miles Foundation had dealt with 242 cases filed between September 2002 and August 2003 about US woman soldiers being raped or sexually harassed in Iraq, Kuwait, Bahrain or Afghanistan. In addition, there were 431 cases of US women soldiers being sexually harassed at other military bases.
Women's labor and social rights were violated. According to The Sun newspaper (Jul. 16, 2004), the charges handled by the Equal Employment Opportunity Commission on sexual discrimination against women grew 12 percent in the past decade. In 2004 two cases drew wide attention. They were a bias class lawsuit involving 1.6 million women employees at Wal-Mart and another case involving 340 women staffers of Morgan Stanley (New York Times, Jul. 13, 2004).
Men and women on the same job were not paid the same. Statistics released by the US Labor Department in Jan. 2004 showed a woman who worked full time had the median earning of 81.1 percent of that for a man. The Chicago Tribune said on Aug. 27, 2004 that the rate of women in poverty went up fast, to 12.4 percent of the entire female population.
The health care for American women was at a low level. The US Family Medical Leave Act guarantees 12 weeks of unpaid leave for childbirth to about half of all mothers and nothing for the rest. A study of 168 countries conducted by the Harvard School of Public Health indicated that US workers have fewer rights to time off for family matters than workers in most other countries, and rank near the bottom in pregnancy and sick leave. "The United States trails enormously far behind the rest of the world when it comes to legislation to protect the health and welfare of working families," said Jody Heymann, a Harvard associate professor who led the study. (AP Boston, Jun. 17, 2004)
Child poverty was a serious problem. The Chicago Tribune reported on Aug. 27, 2004 that the number of children in poverty climbed from 12.1 million in 2002 to 12.9 million in 2003, a year-on-year increase of 0.9 percent. About 20 million children lived in "low-income working families" -- with barely enough money to cover basic needs (AP Washington, Oct. 12, 2004). In California, one in every six children did not have medical insurance. The Los Angeles Times said on May 6, 2004 that in the metropolitan area the number of homeless children found wondering on the streets at nights numbered 8,000, which had stretched the 2,500-bed government-run emergency shelter system well beyond capacity. Poverty deprived many children the opportunity to obtain higher education. In the 146 renowned institutions of higher learning, only 3 percent of the students came from the low-income class, while 74 percent of them were from the high-income class.
Children were victims of sex crimes. Every year about 400,000 children in the US were forced to engage in prostitution or other sexual dealings on the streets. Home-deserting or homeless children were the most likely to fall victims of sexual abuse. Reports on children sexually exploited, which were received by the National Center for Missing & Exploited Children, soared from 4,573 cases in 1998 to 81,987 cases in 2003 (The USA Today, Feb. 27,2004).
In recent years scandals about clergymen molesting children kept breaking out. According to a study commissioned by the American Catholic Bishops, in 2004 a total of 756 catholic priests and lay employees were charged with child sexual harassment. It is believed that from 1950 to 2002 more than 10,600 boys and girls were sexually abused by nearly 4,400 clergymen (AFP, Feb. 17, 2005). Moreover, every year over 4.5 million kids in the United States were molested in kindergartens and schools, which amounted to one in every ten (AP, Jul. 14, 2004).
Violent crimes occurred frequently. Studies show nearly 20 percent of US juveniles lived in families that possessed guns. In Washington D.C. 24 people younger than 18 were killed in 2004, twice as many as in 2003 (The Washington Post, Jan. 1, 2005). In Baltimore, 29 juveniles were killed from Jan. 1 to Sept. 27 in 2004. In 2003 35 were killed (The Washington Post, Sept. 28, 2004).
A report released by the US Justice Department on November 29, 2004 said about 9 percent of school kids aged 9 to 12 admitted being threatened with injury or having suffered an injury from a weapon while at school in 2003.
More and more schoolers were reluctant to go to school because of security concerns. Child abuses and neglects were widely reported in the United States. The Sun newspaper reported on May 18, 2004 that in 2002, a total of 900,000 children in the United States were abused, of whom nearly 1,400 died.
Every year, 1.98 out of every 100,000 American children were killed by their parents or guardians. In Maryland, the rate was as high as 2.4 per 100,000. (Md Child Abuse Deaths Exceed National Average, The Sun, May 18, 2004). The Houston Chronicle newspaper reported on Oct. 2, 2004 that in Texas, each staff of local government departments responsible for protecting children's rights handled 50 child abuse cases every month.
Two thirds of juvenile detention facilities in the United States lock up mentally ill youth; every day, about 2,000 youth were incarcerated simply because community mental health services were unavailable. In 33 states, juvenile detention centers held youth with mental illness without any specific charges against them (http://demonstrats.reform.house.gov/Documents/200408171941-41051.pdf).
The USA Today reported on July 8, 2004 that between Jan. 1 and June 30 of 2003, 15,000 youth detained in US youth detention centers were awaiting mental health services, while children at the age of 10 or younger were locked up in 117 youth detention centers. The detention centers totally ignored human rights and personal safety with excessive use of drugs and force, and failed to take care of inmates with mental problems in a proper way. They even locked up prisoners in cages. There were reports about scandals involving correctional authorities in California, where two juvenile inmates hanged themselves after they were badly beaten by jail police (San Jose Mercury News and Singtao Daily, March 18, 2004).
VI. On the Infringement of Human Rights of Foreign Nationals
In 2004, US army service people were reported to have abused and insulted Iraqi POWs, which stunned the whole world. The US forces were blamed for their fierce and dirty treatments for these Iraqi POWs. They made the POWs naked by force, masking their heads with underwear (even women's underwear), locking up their necks with a belt, towing them over the ground, letting military dogs bite them, beating them with a whip, shocking them with electric batons, needling them sometimes, and putting chemical fluids containing phosphorus on their wounds. They even forced some of the these POWs to play "human-body pyramid" while staying naked, in the presence of US soldiers who were standing on the roof and mocking at them. They sometimes sodomized these POWs with lamp pipes and brooms. Some Iraqi civilians were also fiercely abused.
The newspaper Pyramid pointed out that the true face of Americans was exposed through this incident. A spokesman of the International Committee of the Red Cross (ICRC) said, sarcastically, that the US has made the whole world see what the hell a democratic, law-ruled nation is.
According to US media like the Newsweek and the Washington Post, as early as several years ago, in US forces' prisons in Afghanistan, interrogators used various kinds of torture tools for acquiring confession, causing many deaths.
British newspaper The Observer reported on March 14, 2004 that according to a report by the ICRC, US soldiers had formed a kind of mode for arresting people even before the Iraq war. "Torture is part of the process."
Over 100 former Iraqi high-ranking government and military officials were put under special custody by the US military. They stayed 23 hours a day in dark, small and tightly closed concrete-made wards, where they were allowed to leave the wards twice a day, with 20 minutes available for taking a bath or going to the toilet.
On Nov. 26, Iraqi Lieutenant General Abid Hamid Mahmud al-Tikriti was put in a sleeping bag by force and died after he was physically tortured during an interrogation.
According to a latest report by AP, on Feb. 18, 2005, in November 2003, CIA people hanged dead one of the so-called "ghost" prisoner in the Abu Ghraib Prison by fierce means, with his two hands cuffed behind his back. When he was released with shackles and lowered, blood gushed from his mouth "as if a faucet had been turned on."
Among the 94 abuse cases confirmed and published by the Office of the US Inspector General for the Filed Army, 39 people were killed, 20 of these cases were confirmed as murder. There were also severe child abuses conducted by the US forces.
At least 107 children were imprisoned in seven prisons including the Abu Ghraib Prison run by the US forces in Afghanistan. They were not allowed to get in contact with their families. Their term in prison was undetermined. It was not clear when they were going to be brought court hearing. Some of these children had been abused. One low-ranking US officer who had served in the Abu Ghraib Prison testified that US soldiers abused some of these children in custody, and they had even assaulted young girls sexually.
What's more fierce is that US soldiers used military dogs to frighten these juvenile prisoners to see whose dog could scare them to lose control on excretion. US forces had violated the Vienna Convention on Diplomatic Relations, by detaining two Palestinian diplomats to Iraq in a prison ward of the Abu Ghraib Prison, together with 90 other men. They spent one year in the prison, suffering from very poor living conditions.
The ICRC believed that abuse of detained Iraqis in the notorious Abu Ghraib Prison was not a single case. It was a systematic behavior. According to some White House documents that were made public on June 22, 2004, the Department of Defense approved to use harsh means to interrogate prisoners in Guantanamo, Cuba.
The US Secretary of Defense said in the public that the Geneva Convention does not mean that all the detainees, especially those who were so-called "non-fighting personnel", should be treated as a POW. A draft memorandum of the Department of Defense also claimed that US laws and international conventions, including the Geneva Convention, which strictly ban the use of torture, do not apply to US President as the General Commander of the US Army. A memorandum of the US Department of Justice makes it even more clearly that the United States could use international laws to measure other countries on the issue of the treatment of POWs, while it is not necessary for Washington to abide by these laws. The interrogators were trained to find ways to torture prisoners, physically, while they should exceed the Geneva Convention, technically.
Media found that the US soldiers' behaviors in humiliating Iraqi prisoners as showed photos were typically what they were trained for. US Brigadier General Yanis Karpinski told the press that her boss once said to her that "prisoners are dogs." If they were made to think that they were a bit better than dogs, they could get out of control.
Meanwhile, the US government has tried for the third successive year to extend the term of a resolution of the UN Security Council that soldiers could be exempted of lawsuit by the International Criminal Court, even if they break the relevant rules. In view of prisoner abuses in Iraq, this has been strongly criticized by the UN General Secretary (Reuters' story on June 17,2004).
Former US President Jimmy Carter also criticized that the US policies formulated by the high-ranking officials are a kind of retrogression, which has damaged the principles of democracy and rule of law and lacked respect for fundamental human rights.
To avoid international scrutiny, the United States keeps under wraps half of its 20-odd detention centers worldwide which are holding terrorist suspects. And at least seven US-controlled clandestine prisons, one of which dubbed "inferno," in Afghanistan, have not been kept within the bounds of law. (Prensa Latina, Aug. 16, 2004)
In a report by the Human Rights First on 24 US secret interrogation centers, these secret facilities are believed to "make inappropriate detention and abuse not only likely but virtually inevitable." (British newspaper the Times, Sept. 11, 2004)
Moreover, an executive jet is being used by the American intelligence agencies to fly terrorist suspects to other countries, in a bid to use torture and evade American laws. The plane is leased by the US Defense Department and the CIA from a private company in Massachusetts. Being accused of making so-called "torture flights," the jet has conducted more than 300 flights and has flown to 49 destinations outside the United States, including the Guantanamo Bay prison camp in Cuba. The suspects are frequently bound, gagged and sedated before being put on board the plane (British newspaper the Times, Nov. 14, 2004). The United States has secretly shifted thousands of captives worldwide in the past three years, most of whom were not indicted officially.
The United States is the No. 1 military power in the world, and its military spending has kept shooting up. Its fiscal 2005 defense budget hit a historical high of 422 billion US dollars, an increase of 21 billion dollars over fiscal 2004. As the biggest arms dealer in the world, the United States has made a fortune out of war. Its transactions of conventional weapons exceeded 14.5 billion dollars in 2003, up 900 million dollars year-on-year and accounting for 56.7 percent of the total sales worldwide. The Iraq War has been "a helping straw" to the US economic development.
The United States frequently commits wanton slaughters during external invasions and military attacks. Spain's Uprising newspaper on May, 12, 2004 published a list of human rights infringement incidents committed by the US troops, quoting two bloodthirsty sayings of two American generals, "The only good Indians I ever saw were dead" by General Philip Sheridan and "we should bomb Vietnam back to the stone age" by air force general Curtis LeMay. We can still smell a similar bloodiness in the Iraq War waged by the United States.
Statistics from the health department of the interim Iraqi government show 3,487 people, including 328 women and children, have been killed and another 13,720 injured in 15 of Iraq's 18 provinces between April 15 and Sept. 19 in 2004.
A survey on Iraqi civilian deaths, based on the natural death rate before the war, estimates that the US-led invasion might have led to 100,000 more deaths in the country, with most victims being women and children.
Jointly designed and conducted by researchers at Johns Hopkins University, Columbia University and the Al-Mustansiriya University in Baghdad, the survey also finds that the majority of the additional, unnatural deaths since the invasion were caused by violence, while air strikes from the coalition forces were the main factor to blame for the violence-caused deaths. On Jan. 3, 2004, four US soldiers stationed in Iraq pushed two Iraqi civilians into the Tigris River, making one of them drowned.
On May 19, 2004, an American helicopter fired on a wedding party in a remote Iraqi village close to the Syrian border, killing 45 people, including 15 children and 10 women. On Nov. 20, 2004, seven people were killed in Ramadi in the Anbar province when US troops opened fire on a civilian bus.
According to a Staff Sergeant in the US Marines, his platoon killed 30 civilians in six weeks. And he has witnessed the blasphemy and gradual rotting of many corpses, and a lot of wounded civilians were deserted without any medical treatment. (British newspaper The Independent, May 23, 2004)
In addition, the US troops often plunder Iraqi households when tracking down anti-US militants since the invasion. The American forces has so far committed at least thousands of robberies and 90 percent of the Iraqis that have been rummaged are innocent.
The United States has been hindering the work of the United Nation's human rights mechanism. And it either took no notice of or used delaying tactics on the requests of relevant UN agencies to visit its Guantanamo Bay prison camp in Cuba.
Some justice-upholding developing countries introduced draft resolutions on America's democracy and human rights situation to the 59th UN General Assembly, to show their strong concern over the US human rights infringement, prisoner abuse, media control, and loopholes in its election system.
It is the common goal and obligation for all countries in the world to promote and safeguard human rights. No country in the world can claim itself as perfect and has no room for improvement in the human rights area. And no country should exclude itself from the international human rights development process, or view itself as the incarnation of human rights which can reign over other countries and give orders to the others. Even the United States shall be no exception.
Despite tons of problems in its own human rights, the United States continues to stick to its belligerent stance, wantonly trample on the sovereignty of other countries, and constantly stage tragedies of human rights infringement in the world.
Instead of indulging itself in publishing the "human rights country report" to censure other countries unreasonably, the United States should reflect on its erroneous behavior on human rights and take its own human rights problems seriously. The double standards of the United States on human rights and its exercise of hegemonism and power politics under the pretext of promoting human rights will certainly put itself in an isolated and passive position and beget opposition from all just members of the international community.
